DescriptionPrinted minutes containing matters laid before Council, the Royal Society's governing body of Fellows, with records of decisions taken.

Commencing with a list of Council members present: Neil Arnott; William Benjamin Carpenter; Arthur Cayley; Arthur Farre; William Robert Grove; William Allen Miller; William Hallowes Miller; Lyon Playfair; the Reverend Bartholomew Price; General Edward Sabine; William Sharpey; John Stenhouse; George Gabriel Stokes; the President, John Wrottesley, 2nd Baron Wrottesley, in the chair.

Among matters discussed or noted: minutes of the last meeting were read and confirmed. Neil Arnott made and subscribed to the Declaration in lieu of the Oath as a new member of Council. Report by Richard Westmacott, Somerset House, 1 January 1857, full text entered into the minutes: on examining the death mask of Sir Isaac Newton, Westmacott noted damage to the nose and right jaw, likely from unskilled moulding; he would not recommend further moulding from this, but the metal cast is a facsimile of the original and a true copy should be obtained from that; the Secretary to communicate to Lord Brougham regretting that a cast cannot be made from the original. Resolved that a notice be placed in the Athenaeum and Literary Gazette on the partial closure of the Library. The New York State Library to be placed on the list of institutions entitled to receive Philosophical Transactions and other publications. Letter from John Phillips, Magdalen Bridge, Oxford, 24 December 1856, to the President of the Royal Society, full text entered into the minutes: at the last meeting of the British Association at Cheltenham a resolution was adopted to renew the application to the British Government on the Great Southern Telescope; he hopes that the Royal Society will renew its efforts on the subject; the communication was referred to a committee created for the purpose. Statement by the Assistant Secretary on McIntosh the Porter, the Officers to select a replacement for the now vacant post. Report of the Government Grant Committee on any measures to be adopted by Government or Parliament to improve the position of science and its cultivators: twelve resolutions on education, museums and libraries, the annual government grant, salaries of scientific workers and the relationship between science and government; the report was received and adopted and the President was requested to submit the resolutions to Lord Palmerston; the same resolutions would be communicated to the Parliamentary Committee of the British Association.
