Commencing with a list of Council members present: George Burrows; Heinrich Debus; Peter Martin Duncan; Sir Philip de Malpas Grey-Egerton; George Carey Foster; Francis Galton; John Peter Gassiot; William Huggins; George Murray Humphry; John Gwyn Jeffreys; Sir John Lubbock; William Hallowes Miller; William Sharpey; Charles William Siemens; William Spottiswoode; George Gabriel Stokes; John Tyndall; Alexander William Williamson; the President, General Sir Edward Sabine, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Report of the Committee on the Kew Observatory, full text entered into the minutes: the Committee had considered the communication from the British Association and the proposal and letters on Mr. Gassiot's offre of financial support, however they cannot recommend to Council that the Royal Society should take over management of the establishment or that Mr. Gassiot's offer should be accepted. With a letter, Balfour Stewart, Harrow, 27 March 1871, to Warren de La Rue, full text entered into the minutes: describing the functions of Kew Observatory and its value as an observatory. Resolved that Council would consider the Kew Committee report at the next meeting. Charles William Siemens appointed Bakerian Lecturer. List of candidates to be nominated for election to the Fellowship at the Annual Meeting for the purpose. List of bills for payment, for printing and binding.
