Commencing with a list of Council members present: Major-General John Theophilus Boileau; Warren De La Rue; Peter Martin Duncan; Willam Henry Flower; Michael Foster; Edward Frankland; Francis Galton; William Augustus Guy: John Russell Hind; Thomas Henry Huxley; Reverend Robert Main; William Pole; Reverend Bartholomew Price; Admiral George Henry Richards; Henry John Stephen Smith; Henry Clifton Sorby; William Spottiswoode; Balfour Stewart; George Gabriel Stokes; Alexander William Williamson; the President, Joseph Dalton Hooker, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. New members of Council made and subscribed to the declaration in lieu of the oath. Letter from the Hydrographer confirming receipt by the Admiralty of 100 copies of 'the Challenger Expedition' and 'Cruise of the Vainglorious' reprinted from Proceedings. Letters received from institutions having zoological and botanical specimens from Rodriguez and Kerguelen. £250 to be placed with the Library Committee for expenses of the Catalogue of Scientific Papers. The Treasurer authorised to sell £1,200 consols. List of Fellows to be appointed members of the Government Grant Committee. The resolution on instructions to the Government Fund Committee to be printed in public papers, to invite applications. Organisation of the Government Fund Committee into sub-committees A-D, with lists of members: sub-committee D to meet to prepare guidance on procedures for the general committee and sub-committees. Bill for payment for books.
