Commencing with a list of Council members present: Frederick Currey; Warren de La Rue; William Henry Flower; William Huggins; John Gwyn Jeffreys; John Marshall; William Hallowes Miller; Admiral George Henry Richards; William Sharpey; Charles William Siemens; John Simon; Henry John Stephen Smith; George Gabriel Stokes; John Tyndall; Alexander William Williamson; the Vice-President, Archibald Smith, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Letter from Ralph C. Palmer, Public Schools Commission, 32 Abingdon Street, Westminster, 1870, to the Secretary of the Royal Society, full text entered into the minutes: sending draft copies of new Statutes for the governing bodies of Winchester, Harrow, Rugby, Shrewsbury and Charterhouse, one member of each to be a Fellow of the Royal Society; consideration adjourned until the Statutes are confirmed. Letter from Robert H. Scott, Meteorological Office, 116 Victoria Street, London, 1 November 1870, to William Sharpey, Secretary, the Royal Society, full text entered into the minutes: notifying Council of a vacancy on the Meteorological Committee, caused by the death of Professor W.A. Miller, consideration adjourned. Professor Miller requested permission to have a photograph taken of the portrait of Brooke Taylor, granted. List of President, Officers and Members of Council to be recommended for election at the Anniversary Meeting, to serve in the ensuing year. Mr. Spottiswoode was requested to undertake the Treasurer's audit of accounts, list of auditors nominated. Adjudication of Royal Society Medals: the Copley Medal awarded to James Prescott Joule; Royal Medals awarded to Professor William Hallowes Miller and to Thomas Davidson; the Rumford Medal awarded to M. Alfred Olivier des Cloizeaux. £10 from the Donation Fund granted to Dr. Henry Charleton Bastian for carrying out high temperature experiments with a digester. Professor Peirce to be appointed a member of the Eclipse Committee. Professor Newton granted an extension of time for admission to the Fellowship. A number of the Philosophical Transactions to be supplied to the University of Kazan. List of salaries and wages for Officers and staff of the Royal Society.
