Commencing with a list of Council members present: George Busk; Major-General Henry Clerk; Edwin Dunkin; John Evans (Treasurer); Sir Joseph Dalton Hooker; Thomas Henry Huxley; Sir Henry Lefroy; William Newmarch; Alfred Newton; William Odling; Sir James Paget; William Henry Perkin; Charles William Siemens; John Simon; George Gabriel Stokes; John Tyndall; Alexander William Williamson; the President, William Spottiswoode, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Deaths of Dr. Jacob Lockhart Clarke, Sir William Ede, the Very Reverend Henry Parr Hamilton Dean of Salisbury, and Dr. Archibald John Stephens. Professor Tyndall made and subscribed to the declaration in lieu of the oath, as a new Member of Council. An extension of time for admission into the Fellowship granted to the Earl of Northbrook. Five conveyances, contracts and agreements on land at Acton presented by the Treasurer for the seal of the Royal Society. Repeal of wording in Section II Chapter XI of the Statutes, allowing Ordinary Meetings to begin at 4.30pm. Letter from Robert C. Winthorp, 1 January 1880, to the Royal Society, full text entered into the minutes: inviting a Royal Society delegate to attend the centenary of the American Academy of Arts and Sciences, and containing a list of the Centennial Committee. Letter from William Henry Flower, Royal College of Surgeons, 27 January 1880, to Thomas Henry Huxley, Secretary, the Royal Society, full text entered into the minutes: declining to act as chairman for Sub-Committee B of the Government Fund Committee, citing his objections to the manner in which Government funding is being applied. Report of the Government Fund Committee in the form of minutes of a meeting on 12 February 1880, full text entered into the minutes of Council: notes on representatives; letter from Norman MacLeod, Science and Art Department, London, 29 January 1880, to the Secretaries, the Royal Society, Burlington House, full text entered into the minutes: noting that after personal grants of £1,580 in 1879-1880, £2,420 remains for non-personal grants; resolution retaining £75 for administrative purposes. Lists of applicants for grants from Sub-Committees A-C, with lists of recommendations for awards, moderation and final lists of confirmed grants. Report of the Government Grant Committee in the form of minutes of a meeting on 18 February 1880, full text entered into the minutes of Council: list of applicants for grants, with provisional recommendations and confirmation of a final list. Resolved that appropriations were confirmed. £100 from the Donation Fund granted to Mr. Geddes for his geological and palaeontological enquires. Minutes of the Soiree Committee were read: the committee allocated £100 for expenses, with dates for soirees and receptions. Library Committee recommendation that Mr. Alfred H. White be retained to continue the compilation of the Library Catalogue. £5 granted for payment of medical and other expenses of Henry White, with £10 as a gratuity to his widow. Leave granted for electrotypes of illustrations. List of bills for payment, for printing, colouring plates, engraving and books.
