Commencing with a list of Council members present: Frederick Augustus Abel; William Bowman; Frederick Joseph Bramwell; William Benjamin Carpenter; William Carruthers; William Crookes; Arthur Farr; William Henry Flower; John Russell Hind; Thomas Henry Huxley; John William Strutt, 3rd Baron Rayleigh; Sir George Henry Richards; Henry John Stephen Smith; Balfour Stewart; George Gabriel Stokes; Allen Thomson; Alexander William Williamson; the Vice-President, William Spottiswoode, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Deaths of Cuthbert William Johnson, Sir Andrew Scott Waugh and Angelo Secchi, the later making six vacancies on the list of Foreign Members. Two grants of £50 awarded from the Scientific Relief Fund. Letter from Norman MacLeod, Science and Art Department, 9 March 1878, to the Secretaries of the Royal Society, Burlington House, full text entered into the minutes: in response to Professor Stokes's letter, the Lords of the Committee of Council on Education approve the recommendations respecting the appropriation of £4,000 voted by Parliament for the promotion of scientific research. Letter from Warren de La Rue, Kew Observatory, Richmond, Surrey, 7 March 1878, to the Secretary, the Royal Society, full text entered into the minutes: submitting the names of W.G. Adams and G.C. Foster as additional members of the Kew Committee, approved by Council. Letters from the President of the Batavian Company and the University of Pavia on anniversaries, the Foreign Secretary requested to reply. The Right Honorable W.H. Smith granted an extension of time for admission to the Fellowship. Leave granted to Professor Clark Maxwell to reprint two papers of 1771 and 1776 by Henry Cavendish, and to Professor Stokes to reprint his own Proceedings paper. Officers submitted draft regulations for the printing and supply of separate copies of papers to authors, full text entered into the minutes, approved by Council. Letter from Robert H. Scott, Meteorological Office, 116 Victoria Street, London, 20 March 1878, to the Secretary of the Royal Society, full text entered into the minutes: suggesting that the annual report should be made at the end of the financial year ending 31 March, to be laid before Council in June, instead of November; the Treasury have no objection to this course of action and this was approved by Council. The President to nominate an interim member of the Meteorological Council in the absence of Colonel Strachey in India. Letter from R. Rost, India Office Library, 28 January 1878, to the President of the Royal Society, full text entered into the minutes: arrangements for the safe accommodation of oriental manuscripts belonging ot the Royal Society had been made and he is now ready to take charge of the collection. The Treasurer reported that the manuscripts were delivered to the India Office on 5 March and a rough list kept: a note of acknowledgement from Edward Waterfield, Assistant Librarian, 5 March 1878, to Walter White, full text entered into the minutes, noting that seven parcels marked 'Burjorjee' had been placed in a separate cupboard. List of bills for payment for printing and binding.
