Commencing with a list of Council members present: William Henry Barlow; Thomas George Bonney; Edwin Dunkin; Alexander John Ellis; John Evans (Treasurer); Thomas Archer Hirst; William Huggins; Thomas Henry Huxley; John Marshall; Alfred Newton; William Odling; Daniel Oliver; Sir James Paget; William Henry Perkin; Henry Tibbats Stainton; George Gabriel Stokes; Lieutenant-General Richard Strachey; Alexander William Williamson; the President, William Spottiswoode, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Deaths of Sir James William Colville, Thomas Rymer Jones, and John Frederick Stanford. New members of Council made and subscribed to the declaration in lieu of the oath. Appointment of Vice-Presidents. £75 from the Scientific Relief Fund placed in the hands of Sir Joseph Hooker for the benefit of an applicant. Treasurer reported a donation 100 guineas from Miss H.E. Pipe of Clapham Park towards the defraying the cost of publishing W.K. Parker's papers, thanks given. Seal of the Royal Society affixed to a memorandum of agreement on prolonging time for the sale of the Acton Estate. Application from Mr. Eve, the Mablethorpe Estate tenant for an allowance on his rent, a deduction of ten percent allowed. Letter from Robert H. Scott, Meteorological Office. 116 Victoria Street, London, 1 December 1880, to the Royal Society, full text entered into the minutes: on printing of the Broun manuscripts and the deposit of manuscripts at the Meteorological Office; H.F. Blanford to be asked if he would discuss the material. The President to resign from the governing body of Westminster School due to pressure of work. Delegates from Oxford University Press requested the plan of Philosophical Transactions to 1750, five volumes at a time, to be complied with. Re-appointment of committees with lists of members: Library Committee, Soiree and House Committee, the Estates Committee and the Government Grant Committee. Leave given to have electrotypes from illustrations. List of bills for payment for the Acton Estate and for printing.
