Commencing with a list of Council members present: William Grylls Adams; John Ball; Thomas Lauder Brunton; Heinrich Debus; John Evans (Treasurer); Michael Foster; Francis Galton; Olaus Henrici; Thomas Henry Huxley; Edwin Ray Lankester; Joseph Prestwich; Osborne Reynolds; Robert Arthut Talbot Gascoyne-Cecil, the Marquis of Salisbury; Osbert Salvin; George Gabriel Stokes; Edward James Stone; Alexander William Williamson; the President, William Spottiswoode, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. The Marquis of Salisbury made and subscribed to the declaration in lieu of the oath. Letter from the Treasury, noting the nomination of General Strachey as Chairman of the Meteorological Council: report of the Meteorological Vacancy Committee nominating E.J. Stone to the Council. Memorandum by Thomas Henry Huxley, full text entered into the minutes: on borings in the Nile Delta with recommendations for exploration, including for a true transverse section of the bed of the Nile Valley; resolved that application should be made to the War Office to carry out these investigations, with £150 from the Donation Fund. £200 granted from the Donation Fund to Warren de La Rue to complete the catalogue of latitudes and longitudes of sun-spots from his photographs. An application to be made to the Government Grant Committee for £500 to defray the costs of the Eclipse Expedition. The Royal Society seal was affixed to the amended license and duplicate for the occupation of Kew Observatory. Letter from Professor Clifton declining to act as an adjudicator for the miners' safety lamp prize: the Secretary to write to Mr. Burt stating that the Society could not nominate an adjudicator and to inform him of the difficulties that would embarrass the question. Leave granted to Mr. Lockyer to borrow the Society's siderostat on his application. Letter from the Home Office, Colonel Majendie soliciting information on an 1801 report of a Royal Society committee on powder magazines, a copy of the report sent to him. Letter from the Science and Art Department enclosing a summary of the International Horticultural Exhibition to be held in Marseilles. Dates for meetings of the Government Grant Committee and Sub-Committees, with an instruction to Sub-Committee D to consider personal grants and grants for assistance. List of candidates for Foreign Membership from the Suggestions Book, for nominations at a future meeting. List of bills for payment, for lithography and legal expenses.
