Commencing with a list of Council members present: William Grylls Adams; John Ball; Thomas Lauder Brunton; Heinrich Debus; John Evans (Treasurer); Michael Foster; Francis Galton; Olaus Henrici; Joseph Lister; Joseph Prestwich; Osborne Reynolds; Henry Enfield Roscoe; Osbert Salvin; Warington Wilkinson Smyth; George Gabriel Stokes; Edward James Stone; Alexander William Williamson; the President, William Spottiswoode, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Deaths of Francis Marcet, Lord Talbot de Malahide, and Major-General Henry Young Darracott Scott. Letter from the Treasury approving the nomination of E.J. Stone to the Meteorological Council. Letter from the Science and Art Department notifying that the Horticultural Exhibition at St. Petersburg was postponed and that an extension of time had been granted for articles to be sent to the Electrical Exhibition in Vienna. Letter from Dr. C. le Paige soliciting copies of letters by Slusius, granted. Application from Sir Julian Goldsmid for a grant of Royal Society journals, deferred. List of candidates fro Fellowship of the Royal Society to be recommended for election at the Annual Meeting: the Assistant Secretary to communicate the list to The Times. Letter from T. Burt explaining the alterations made in conditions for the Lever premium for a miners' safety lamp: W.G. Adams nominated as an adjudicator. Letter from the governing body of Rugby School requestign that the Society nominate a replacement for the late Professor H.J.S. Smith, consideration deferred. Leave granted for copies of papers and electrotypes. The portrait of Dr. Joule, presented by Fellows of the Roal Society, was accepted. Report of the Government Grant Committee in the form of minutes of the meeting of 13 April 1883, full text entered into the minutes: lists of applications received and considered by Sub-Committees A-C with recommendations for awards from Sub-Commitees A-D; the question referred to Sub-Committee D was considered and Council was asked if more accurate definitions might be made on the nature of personal grants and the character of the assistance involved. Resolved that the Government Grant appropriations of of £3,340 be approved. £20 from the Donation Fund awarded to Mr. P.H. Carpenter and £20 to Dr. H. Gadow. A committee to be formed to consider the report of Government Grant Sub-Committee D and advise on the nature of personal grants and grants for assistance. £40 voted from the Donation Fund, for the purchase of the ethnological collection gathered by Mr. Forbes during the expedition to Timor Laut, thematreial to be presented to the British Museum in the name of the Royal Society. Bill for payment for printing the Library Catalogue.
