Commencing with a list of Council members present: Frederick Augustus Abel; William Bowman; Frederick William Bramwell; William Benjamin Carpenter; William Crookes; Peter Martin Duncan; Arthur Farr; William Henry Flower; George Carey Foster; John Russell Hind; Thomas Henry Huxley; Sir George Henry Richards; Henry John Stephen Smith; William Spottiswoode; Balfour Stewart; George Gabriel Stokes; Allen Thomson; the President, Sir Joseph Dalton Hooker, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Deaths of Admiral Sir George Back, Edward Blackett Beaumont, the Right Honorable Russell Gurney, Admiral Sir William Hutcheon Hall, and Earl Russell. Letter and enclosures from the Treasury requesting Council's opinion on the distribution of astronomical publications from the Royal Observatory, Edinburgh: a committee formed to consider the matter. Letter from the Treasury approving names added to the distribution list for the Catalogue of Scientific Papers. Letter from the War Office requesting the testimony of President and Council on the value of Captain Feilden's services to the late Polar Expedition. Five guineas received by the President from Dr. Robert Hogg, for the Donation Fund, thanks given. List of candidates for the award of Royal Society Medals, with citations and proposers and seconders. Carl Neumann, Theodore Schwann, Jean Jervais Stas and Gustav Wiedemann added to the list of candidates for Foreign Membership. John Evans recommended for the office of Treasurer. Report of the Library Committee on progress in the publication of the Catalogue of Scientific Papers, with details of sales: report received and approved. Letter from Henry J.S. Smith, Meteorological Office, 116 Victoria Street, London, 27 June 1878, to the Secretary of the Royal Society, full text entered into the minutes: submitting the annual report, to be communicated to government. Motion of the President to create a 'Publication Fund' with Mr. Young's donation. A Committee formed to consider Chapter III of the Statutes. 12 June 1879 appointed as the Annual Meeting, rather than 5 June, as this falls at Whitsuntide. All books belonging to the Library to be returned by 31 July. Leave of absence granted to the Assistant Secretary 1 August-15 September. Treasurer authorised to pay bills during summer recess. List of bills for payment, for printing, lithography, books and for orther expenses.
