Commencing with a list of Council members present: Frederick Augustus Abel; William Bowman; Frederick William Bramwell; William Benjamin Carpenter; William Carruthers; Arthur Farr; George Carey Foster; John Russell Hind; Thomas Henry Huxley; John William Strutt, 3rd Baron Rayleigh; Henry John Stephen Smith; William Spottiswoode; Balfour Stewart; George Gabriel Stokes; Allen Thomson; Alexander William Williamson; the President, Sir Joseph Dalton Hooker, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. List of President, Officers and Members of Council to be recommended to the Royal Society at the Anniversary Meeting to serve for the ensuing year: the list to be communicated to the public papers by the Assistant Secretary. Nomination of auditors of the Treasurer's accounts. Adjudication of Royal Society Medals: the Copley Medal awarded to Jean Baptiste Boussingault; a Royal Medal to Mr. John Allan Broun; a Royal Medal to Albert Gunther; the Rumford Medal to Alfred Cornu; the Davy Medal to Louis Paul Cailletet and Raoul Pictet, a gold medal not exceeding £30 in value to be struck in duplicate and a copy given to each medallist, with their names in alphabetical order. Report of the Edinburgh Observatories Committee read to Council, the Treasury letter to be answered by the Secretaries referring to that report. Report of the Publication Fund Committee: the Fund to be used to relieve future ordinary Fellows from the entance fee; the entrance fee to be abolished, with an annual Fellowship contribution of £3; the account of the Fund to be kept separate and annual surplus of income to be invested until reaching £600 at which time surplus to be used for publication and research. Estimates on the fund required, with tables, including the loss of admission fees, the diminunition of the Fellowship by deaths, the mean age of Fellows at election (40.9 years) and other data; resolved that the report be adopted and the Statutes to be revised accordingly. List of salaries and wages for officers and staff.
