Commencing with a list of Council members present: Robert Bellamy Clifton; James Dewar; William Henry Flower; Michael Foster; Archibald Geikie; Sir Joseph Dalton Hooker; Thomas Henry Huxley; Admiral Astley Cooper Key; Joseph Norman Lockyer; Bartholomew Price; Charles Pritchard; John William Strutt, Lord Rayleigh; William James Russell; John Scott Burdon Sanderson; Arthur Schuster; Lieutenant-General Richard Strachey; the Treasurer [John Evans]; General James Thomas Walker; Alexander William Williamson; the President, George Gabriel Stokes, in the chair.

Among matters discussed or noted: the death of Thomas Chapman. New members of Council subscribe to the declaration in lieu of the oath. Vice-Presidents appointed. A report of the Government Grant Committee read and amounts disbursed from sub-committees A, B and C. Donation Fund grants given to Norman Collie and W.W. Watts. Reports not received from previous grant-holders. Dates for applications and Government Grant Committee meetings. A list of ex-officio members of the Grant Committee. A list of Fellows as Government Grant Committee members. Appointments of Library Committee, Soiree and House Committee, Challenger Committee, Circumpolar Committee, Mountain Observatory Committee, Krakatoa Committee, Delta Committee, Pendulum Committee and Eclipse Committee. A letter from the Treasury requesting specific information to justify expenditure of £1,000 for eclipse observations; the President noting that atmospheric conditions at Benguela were unlikely to be favourable therefore if Government contributed an additional £500, the rest might be found from the annual Government Grant. A letter from the Admiralty expressing willingness to assist an Eclipse expedition but requesting details. An announcement of the Elizabeth Thompson Science Fund. Lord Armstrong's Scientific Relief Fund gift and matching fund arrangements. Philosophical Transactions issue arrears granted to Fellows. Bill for engraving.
