Commencing with a list of Council members present: Robert Bellamy Clifton; David Ferrier; Michael Foster; Edward Frankland; Archibald Geikie; Joseph Henry Gilbert; John Hopkinson; Joseph Norman Lockyer; John William Strutt, Lord Rayleigh; Sir George Henry Richards; Arthur Schuster; Philip Lutley Sclater; The Treasurer [John Evans]; Alexander William Williamson; the President, George Gabriel Stokes, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Report on the Treasurer's accounts. Letter from the Keeper of the Privy Purse noting the Queen's approval of the award of Royal Medals, with letters of thanks received from Colonel Clarke and Joseph Dalton Hooker. Report of the Kew Committee received and ordered to be printed in the Proceedings. On the recommendation of the Scientific Relief Fund, £90 to be placed with Professor J. C. Adams and £100 with Dr. Russell for applicants on the advice of the Presidents of the Royal Society and the Chemical Society. William Huggins appointed to the Scientific Relief Committee. Report of the Meteorological Vacancy Committee recommending the appointment of Mr. A. Buchan in place of G. G. Stokes, with the approval of the Treasury on financial arrangements. Report of the Antarctic Committee in the form of a draft letter of reply: Michael Foster, Secretary of the Royal Society, to the Colonial Office, 30 November 1887, noting the desirability of an expedition to Antarctica, but suggesting that such an endeavour would need to be properly equipped - the £10,000 mentioned would be useful for a smaller pioneer expedition with limited objectives of survey; the Society would be satisfied if the sum was part of the following year's allocations. The letter ordered to be sent. Extensions for admission to the Fellowship granted to W. Whitaker and Professor Oliver Lodge. Estimate by Gorham and Drake to extend electric lighting to the second floor accepted. Bills for engraving, medals and accountants.
