Commencing with a list of Council members present: Sir William Bowman; Henry Bowman Brady; Arthur Cayley; William Turner Thiselton Dyer; David Ferrier; Edward Frankland; Joseph Henry Gilbert; John Wesley Judd; Herbert McLeod; William Pole; William Henry Preece; John William Strutt, Lord Rayleigh; Sir George Henry Richards; Arthur William Rucker; The Treasurer [John Evans]; Alexander William Williamson; the President, George Gabriel Stokes, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. New Council members subscribed to the declaration in lieu of the oath. Deaths of Sir George Burrows and George Edward Frere. Appointment of Vice-Presidents. Few and Company reporting on the revised execution of a bond. Salary of Alfred White, Assistant Librarian, increased by £10 to £140 per annum. Balance of the receipts of the Croonian Fund to be paid to the Croonian Lecturer. Letter from Henry Matthews, to the President of the Royal Society, 10 December 1887, full text entered into the minutes, giving reassurance that the Queen has commanded that the Royal Society's privileges accompanying the presentation of loyal addresses to the Sovereign should remain unchanged. Letter from H. M. Treasury sanctioning personal grants recommended by the Government Grant Committee. Letter from the Society of Antiquaries acccepting terms for the provison of electric lights; letter from the Chemical Society asking about lighting, the same terms to be offered. Executors of Sir William Siemens request to publish his communications to the Royal Society agreed to. Letter from Henry N. Ridley on the disposal of specimens from Fernando do Noronha agreed to. Report of the Library Committee read and adopted, with £200 voted for work on the Catalogue of Scientific Papers. £30 from the Scientific Relief Fund placed with Professor Stokes for an applicant. Application from Professor Dixey to the Donation Fund postponed. Request to borrow books by J. T. Cunningham postponed. Electrotypes for Dr. Hopkinson agreed to. Arrears of Philosophical Transactions requested by Mr. F. Ducane Godman, agreed. One hundred extra copies of the paper on sources of nitrogen of vegetation granted to Sir John B. Lawes and Dr. Gilbert. Ex-officio members of the Government Grant Committee listed. Reappointment of committes: lists for the Library Committee, the Challenger Committee, the Mountain Observatory Committee, the Krakatoa Committee, the Delta Committee, the Pendulum Committee, the Eclipse Committee, and the Electric Lighting Committee. Estimate of £27 from Maple and Company for two tables from the Council Room accepted. Bills for the Anniversary Dinner and printing.
