Commencing with a list of Council members present: William Wivesley Abney; William Henry Mahoney Christie; Warren De La Rue; Robert Etheridge; Sir Frederick John Owen Evans; William Henry Flower; George Carey Foster; Michael Foster; Sir Joseph Dalton Hooker; Henry Nottidge Moseley; Hugo Muller; John William Strutt, Lord Rayleigh; John Scott Burdon Sanderson; George Gabriel Stokes Lieutenant-General Richard Strachey; James Joseph Sylvester; Alexander William Williamson; the Treasurer [Sir John Evans] in the chair.

Among matters discussed or noted: declarations in lieu of the oath by new Council members. The ad hoc appointment of a Recommendation Committee in the aftermath of the resignation of Walter White, the Royal Society's Assistant Secretary, and their recommendation to fill the post by appointing the Society's Clerk, Herbert Rix. The terms and conditions of the post are summarised. and the advertisement for a new Clerk reproduced. Some letters are placed before Council: from the Meteorological Office noting a vacancy on their Council; from the Royal Academy of Science Amsterdam, requesting the loan of Christiaan Huygens letters; and from the President of the Royal Society of Victoria requesting financial recognition for Dr Edward Davy.
