Commencing with a list of Council members present: Sir William Bowman; Henry Bowman Brady; Arthur Cayley; William Turner Thiselton Dyer; David Ferrier; Michael Foster; Joseph Henry Gilbert; John Wesley Judd; Herbert McLeod; William Henry Preece; John William Strutt, Lord Rayleigh; Sir George Richards; Arthur William Rucker; The Treasurer [John Evans]; Alexander William Williamson; the President, George Gabriel Stokes, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. An address of condolence from George Gabriel Stokes, to Queen Victoria, on the death of Emperor Frederick of Germany, full text entered into the minutes. Letter from the Treasury sanctioning the personal grants recommended by the Government Grant Committee. £2,000, the remainder of the Government Grant, received by the Royal Society. Legacy of £200 from T. B. Curling for the Scientific Relief Fund received, £400 of stock to be purchased for the Fund. £7,000 stock conversion in progress. Seal affixed to the diplomas of Foreign Members. Report of the Library Committee, listing institutions entitled to Royal Society journals in the future, additions to the list, and removals of some organisations. £50 from the Scientific Relief Fund to be placed with Professor Stokes for an applicant to the Scientific Relief Fund, the President requested 'to intimate to the applicant...that he must not rely upon receiving further aid'. An additional £12 8s., to be made available to Professor Pritchard for experiments relating to the Paris Congress on Stellar Photography. Proposers and seconders for Royal Society Medal candidates listed. Annual report of the Meteorological Council presented. Fellows entitlement to receive volumes, rather than individual parts, of Philosophical Transactions. Memorandum of the Lawes Agricultural Trust Committee, full text entered into the minutes: Council approved the scheme for the Trust and empowered the Committee to take next steps for its establishment. Administration of the Darwin Trust referred to a committee set up for that purpose. Report of the sub-committee for delegates to the Utrecht celebrations in honour of Professor Donders. Extension for admission to the Society granted to Sir William Jervois, Professor T. J. Parker and Henry Trimen. Permissions granted for copies of plates, for Oldenburg and Vogel correspondence, and for copies of materials on submarine navigation. Arrears of Philosphical Transactions granted. The Treasurer authorised to pay bills during the recess and any sums recommended by the Scientific Relief Committee. Books from the Library to be returned by 31 July. Leave granted to the Assistant Secretary. Treasurer authorised to spend up to £25 on cleaning and preservation of portraits. Bills for engraving and other services.
