Commencing with a list of Council members present: Henry Bowman Brady; Arthur Cayley; William Turner Thiselton Dyer; David Ferrier; Michael Foster; Edward Frankland; Arthur Gamgee; Joseph Henry Gilbert; John Wesley Judd; Herbert McLeod; William Pole; William Henry Preece; John William Strutt, Lord Rayleigh; Sir George Richards; Arthur William Rucker; The Treasurer [John Evans]; Alexander William Williamson; the President, George Gabriel Stokes, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Deaths of Philip Henry Gosse, John Peter Griess, Samuel Elliott Hoskins, Octavius S. Morgan, and Rudolph Julius Emmanuel Clausius. Letter from Henry Matthews, Secretary of State for Home Affairs, to George Gabriel Stokes, 12 July 1888; full text entered into the minutes, on the receipt of the Society's address on the death of the German Emperor. Letter from Michael Foster, Secretary, to the Secretary of the Treasury, 9 August 1888; full text entered into the minutes, on new regulations for the Government Grant. With a reply, W. L. Jackson, Treasury, to George Gabriel Stokes, 5 October 1888; full text entered into the minutes, giving assent to the new regulations, with observations. Letter and oral report on the delegation to the University of Bologna. Draft of the trust deed for the John Lawes Agricultural Trust approved by the Treasurer and circulated. Letter from the Board of Trade requesting nominations of Fellows to form a committee of inquiry on lighthouse illumination in response to a report drawn up by a Committee of the Trinity House Lord Rayleigh and Sir William Grove suggested. Adjudication of Royal Society medals discussed and adjourned. Recommendations of Fellows to form the new Council and a list of retirements from the present one, discussion adjourned. Letter from Addinell Hewson on the gift of William Hewson's work on the lymphantic system (1774), thanks conveyed from Council. Letter from Professor Fitzgerald on the removal of the Royal Dublin Society from the list of institutions entitled to receive Philosophical Transactions referred to Library Committee. Letters of thanks received from newly elected Foreign Members. Summonses issued for meetings of the Government Grant Committee and Sub-committees. Report of the Meteorological Council circulated. Publication of the Challenger Report Zoology vols. 27-27. Application from the University of Greifswald for copies of busts of Harvey and Darwin - the reply that the Society did not possess such busts. Leave granted fro copies of paper, loan of copper plates and return of original drawings. Treasurers report on bills paid during the recess. Bills for printing and other services
