Commencing with a list of Council members present: Henry Edward Armstrong; Charles Baron Clarke; Michael Foster; William Huggins; John Whitaker Hulke; John Wesley Judd; Edward Emanuel Klein; Edwin Ray Lankester; Herbert McLeod; Sir James Paget; William Pole; William Henry Preece; John William Strutt, Lord Rayleigh; Henry Enfield Roscoe; Edward John Routh; Arthur William Rucker; The Treasurer [John Evans]; William James Lloyd Wharton; Alexander William Williamson; the President, George Gabriel Stokes, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Declaration in lieu of the oath for new Council members. Appointment of Vice-Presidents. Letter from the Treasury, sanctioning the personal grant recommended by the Government Grant Committee. Letter from J. Power, Royal Observatory, to George Gabriel Stokes, 13 December 1888; text entered into the minutes, describing the precautions taken in transporting Sir George Schuckburgh's scale to Paris. Sir Henry Roscoe appointed a Governor of Eton College. Reappointments of Royal Society committees with lists of members: Library Committee; Soiree and House Committee; Challenger Committee; Mountain Observatory Committee; Delta Committee; Pendulum Committee; Electric Lighting Committee; Lendenfeld Committee; Lawes Agricultural Trust Committee; Darwin Fund Committee. The amended form of Government Grant regulations to be sent to all Fellows and to ex-officio members of the Government Grant Committee; nominations to Boards to be considered at the next meeting. Report of the Library Committee, recommending institutions entitled to Royal Society publications and other matters, including the resumption of work on the Catalogue of Scientific Papers; adopted, with Council voting £200 for Catalogue expenses. Letter of thanks from Professor Seeley on receiving £200 from the Government Grant and outlining his intended route in researching the Permian or Trias Reptilia; the Secretary directed to address letters to the Foreign and Colonial Offices in his support. Copy of the Krakatoa report to be presented to Dr. Assmann. Letter from Maull & Fox asking permssion to compile a portrait album of Fellows of the Royal Society and offering to photograph Fellows free of charge under sanction of Council; not agreed. Publication of the Challenger report Zoology vol.28. Agreement of the Society of Antiquaries in sharing electric lighting expenses. Treasurer authorised to purchase stock for the Fee Reduction Fund, the Darwin Memorial Fund and the Gassiot Trust. The salary of the Clerk, Mr. James, increased by £10 to £145 per annum; salary of the Assistant Librarian, Mr. A. White increased by £5 to £145 per annum. Mr. Lockyer granted leave to have drawings of meteorites on condition he provided photographic replacements. Leave granted to Dr. Marcet to photograph and colour the Krakatoa report frontispiece for exhibition. Leave granted to Sir J. Lawes and Dr. Gilbert to have 350 copies of their paper on nitrogen of vegetation. Leave granted to Percy Frankland on the return of his illustrations. Bills for the Anniversary Dinner, gold, silver and cases for medals and for engraving.
