Commencing with a list of Council members present: Henry Edward Armstrong; Charles Baron Clarke; Michael Foster; William Huggins; John Whitaker Hulke; John Wesley Judd; Edward Emanuel Klein; Edwin Ray Lankester; Herbert McLeod; Sir James Paget; William Pole; William Henry Preece; John William Strutt, Lord Rayleigh; Henry Enfield Roscoe; Edward John Routh; Arthur William Rucker; The Treasurer [John Evans]; William James Lloyd Wharton; Alexander William Williamson; the President, George Gabriel Stokes, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Deaths of Sir William O'Shaughnessey Brooke, James Orchard Halliwell-Phillipps and Rev. Dr. Stephen Parkinson. Letter read on Mr. Buchan's and Dr. Geikie's re-election to the Government Grant Committee. Letter from the daughter of a Fellow of the Royal Society on his difficulty in paying the annual contribution; this to be paid from the Scientific Relief Fund in future. Invitation to Louis Pasteur to deliver the Croonian Lecture; and if he consented, Professor Sachs to deliver the lecture in 1890. Appointment of a Bakerian Lecturer deferred. Donation Fund grants: £25 to Professor W. N. Parker for researches on Protopterus; £25 to Professor Schafer for research on brain function; £25 to Dr. John Rose Bradford for research on vasomotor nerves of the lungs and kidneys; £35 to Professor D'Arcy Thompson for the purchase of natural history specimens from Dundee whalers; an application on behalf of Mr. Waterhouse deferred. Report of the Electric Lighting Committee on replacing battery cells, accepted up to an expense of £30. Application to Dr. E. P. Ramsay for the loan of a specimen of Thylacopardus Australis for illustration. New edition of the Statutes required, a committee set up to consider any further changes required. C. B. Clarke proposal on the number of invitations sent out for soirees, referred to the House and Soiree Committee. Consideration of a letter from Mr. J. P. M. Weale on Beford Grammar School deferred. Treasurer's report on contract notes for Royal Society Funds stock purchases. Bills for engraving, library books, and other services.
