Commencing with a list of Council members present: Henry Edward Armstrong; Henry Bowman Brady; Charles Baron Clarke; Michael Foster; William Huggins; John Whitaker Hulke; John Wesley Judd; Edward Emanuel Klein; Edwin Ray Lankester; Herbert McLeod; William Henry Preece; John William Strutt, Lord Rayleigh; Henry Enfield Roscoe; Edward John Routh; Arthur Rucker; The Treasurer [John Evans]; William James Lloyd Wharton; Alexander William Williamson; the President, George Gabriel Stokes, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Deaths of John Frederic La Trobe Batemen, Henry William Bristow and Dr. George Owen Rees. Report of the Library Committee: noting the decision to purchase Ewardward Muybridge's 'Animal Locomotion' and the appointment of a group to select photographs; sub-committee for book disposals; prices set for copies of the library catalogue and Fort Rae observations; grants of journal publications, all recommendations accepted by Council. Clay & Sons to add their imprint to the Catalogue of Scientific Papers. Lendenfeld Monograph Committee report listing individuals and institutions that should receive copies, price on publication and other matters. Charles Piazzi Smyth's request for an additional £100 from the Government Grant referred to a committee set up to consider the case. New appointments to the Kew Committee, the Lawes Agricultural Trust and the International Congress on Hygiene and Statistics. Annual contributions of two Fellows named by the Treasurer to be met from the Scientific Relief Fund. £25 from the Donation Fund to W. K. Parker for research. Miss Boole given leave to borrow manuscripts of George Boole and Mr. J. Hogg given leave to copy Newton portraits. Draft letter entered in full into the minutes: George Gabriel Stokes, the Royal Society, to the Lord Mayor of London, Mansion House, 26 June 1889, on meetings to raise funds to acknowledge the work of the Institut Pasteur and of Louis Pasteur; the officers and other representatives to attend a further meeting on 1 July. Extensions for admission to the Fellowship granted to D. D. Cunningham and Charles Todd. Publication of the Challenger Report, Zoology vol.31. Annual report of the Meteorological Council presented. Royal Society Assistant Secretary permited to accept the secretaryship of the Lawes Agricultural Trust. Consideration of medals and Professor Lankester's motion on grants, with selection of Foreign Members, all to be deferred. Bills for printing and engraving.
