Commencing with a list of Council members present: Henry Edward Armstrong; William Edward Ayrton; Charles Baron Clarke; William Boyd Dawkins; Michael Foster; Archibald Geikie; Edward Emanuel Klein; Edwin Ray Lankester; Hugo Muller; Alfred Newton; Andrew Noble; John William Strutt, Lord Rayleigh; Edward John Routh; William Scovell Savory; The Treasurer [John Evans]; Joseph John Thomson; Sir Charles William Wilson; the President, Sir George Gabriel Stokes, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Death of Charles Hood. New members of Council subscribing to the declation in lieu of the oath. Appointment of Vice-Presidents. Alterations to the Society's insurance policy on property. Salary of the Assistant Secretary, Herbert Rix, increased from £280 to £300 per annum; the salary of the Assistant Librarian, A. White, increased from £145 to £160 per annum. Treasurer authorised to purchase stock for the Fee Reduction Fund and the Rumford Fund; deposit on account of the Scientific Relief Fund. The Society's seal fixed to the diplomas of Foreign Members. Full text of a letter entered into the minutes: F. E. Baines, General Post Office to Michael Foster, 14 December 1889, on enquiries made in connection with the opening of a package containing the fossil Thylacopardus skull and future customs arrangements; the Secretary requested to ensure that parcels were labelled to be opened only in the Society's rooms. £75 entrusted to Dr. Perkin for an applicant to the Scientific Relief Fund. Report of the Scientific Relief Committee on remission of fees. Appointments of committees: the Challenger Committee; Committee for the Printing of the Catalogue of Scientific Papers; Darwin Fund Committee; Electric Lighting Committee; Library Committee; Mountain Observatory Committee; Pendulum Committee; Soiree and House Committee; and the Statutes Revision Committee. £25 to be granted from the Donation Fund to Professor G. H. Darwin to pay computers for the reduction of tidal observations. Letter from the Linnaean Society relating to the China Flora Committee. Proposal to establish a Jenner-Pasteur Institute for the prevention of infectious disease, President and Council offering material support at some future time. Consideration of the Croonian and Bakerian Lectures postponed. Application from J. U. Poole to examine Captain Cook's chronometers referred to the Astronomer Royal. Leave granted for copying of minute books and papers, and electrotypes of illustrations. Bills for printing, engraving and for the Anniversary Dinner.
