Commencing with a list of Council members present: Henry Edward Armstrong; William Edward Ayrton; William Henry Mahoney Christie; Charles Baron Clarke; William Boyd Dawkins; Michael Foster; Edward Emanuel Klein; Edwin Ray Lankester; Hugo Muller; Alfred Newton; John William Strutt, Lord Rayleigh; Edward John Routh; Sir William Scovell Savory; Joseph John Thomson; The Treasurer [John Evans]; Alexander William Williamson; Sir Charles William Wilson; the President, Sir George Gabriel Stokes, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Death of Major T. Seymour Burt. Announcement by the President that he would not stand for a further election term. Letter from Henry G. Calcraft, Board of Trade (Marine Department), to George Gabriel Stokes, 7 March 1890, full text entered into minutes: approving Council's offer of a committee on colour-blindness and offering the service of Thomas Gray; a committee appointed, with a reply sent to Calcraft, noting that any replacement for the late Mr. Gray should be suggested. Report of the committee on the Society of Authors letter, recommending that no action should be taken. Report of the Darwin Fund Committee considered, with amendments made and enquiries to be conducted on striking a bronze or silver medal. Letter from Montpellier University deferred. Proposal from J. Taylor Kay referred to the Catalogue Committee. Letter from the Meteorological Office considered and a letter to be sent to the Secretary of State for India. Publications to be presented to Toronto University. Dr. G. Buchanan granted permission to borrow manuscript papers on inoculation. re-appointments to the Government Grant Committee. Leave granted for the copying and loan of papers.
