Commencing with a list of Council members present: Henry Edward Armstrong; William Edward Ayrton; William Henry Mahoney Christie; Charles Baron Clarke; William Boyd Dawkins; Michael Foster; Archibald Geikie; Edward Emanuel Klein; Edwin Ray Lankester; Hugo Muller; Alfred Newton; Andrew Noble; John William Strutt, Lord Rayleigh; Sir Henry Enfield Roscoe; Edward John Routh; Sir William Scovell Savory; Joseph John Thomson; The Treasurer [John Evans]; Alexander William Williamson; Sir Charles William Wilson; the President, Sir George Gabriel Stokes, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. The Society of Apothocaries' design to sell Chelsea Physic Garden for building purposes considered, the Society's solicitor to be consulted about the relationship to the Garden, with an advisory committee formed. Letter of thanks from Henry A. Rowland for election as a Foreign Member. Letter from Friedlander & Son on becoming a continental agent for Royal Society publications, the appointment confirmed. Report of the Government Grant Committee read, lists of grant allocated by Boards A-G with totals; £500 to be placed at the disposal of President and Council fro allocation, the reserve added to; application of Professor Grant subject to communication with the Meteorological Council; report accepted; amendments to regulations governing the Government Grant. Report of the Library Committee: Mr. Soper having left, another library assistant to be recruited for binding manuscripts and cataloguing maps and charts; manuscript meteorological and tidal observations to be offered to the India Office and to the Admiralty; recommendations for allocation of Royal Society publications to institutions; report adopted. Mr Fuller engaged as library assistant by the Treasurer. Leave granted for copies of papers and electrotypes of illustrations. Treasurer empowered to spend up to £150 on lighting and decoration. Lists of proposed candidates for Royal Society medals. Bills for engraving, lithography and library books.
