Commencing with a list of Council members present: Henry Edward Armstrong; William Edward Ayrton; William Henry Mahoney Christie; Charles Baron Clarke; William Boyd Dawkins; Michael Foster; Archibald Geikie; Edward Emanuel Klein; Edwin Ray Lankester; Hugo Muller; Alfred Newton; Andrew Noble; John William Strutt, Lord Rayleigh; Sir Henry Enfield Roscoe; Edward John Routh; Sir William Scovell Savory; Joseph John Thomson; The Treasurer [John Evans]; Alexander William Williamson; Sir Charles William Wilson; the President, Sir George Gabriel Stokes, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Death of Warington Wilkinson Smyth. Motion proposed by the Treasurer and Sir Henry Roscoe that Sir William Thomson should be nominated for President. Lists of proposals for Royal Society medals, with proposers and seconders. Report of the Catalogue Committee considered and empowered to spend an additional £250. Joule Committee minutes considered, funds to be transferred to the Royal Society to encourage research and a medallion proposed, subject to further consideration; the Joule Memorial Fund's £1,400 to be invested by the Treasurer. The Treasurer reported that no suitable investments had been found for the £1,500 to be received next October from Mr. Long's mortgage, securities to be recommended by Messrs. Few & Company. Treasurer empowered to spend £20 on repair of paintings over the recess. £100 from the Donation Fund granted to Mr. Symons to construct his brontometer. Letter from Messrs. Lee & Pemberton referred to the Chelsea Gardens Committee. Letter from Edward Sang on trigonometrical and astronomical tables referred to a committee for the purpose. Application from Professor Flower for publications accepted. £100 from the Scientific Relief Fund placed with Dr. Russell for an applicant. Letter of thanks from the President of the Societe Imperiale Mineralogique, St Petersburg. Arrears of Philosophical Transactions granted to listed Fellows. Annual report of the Meteorological Committee. Leave granted for copies and electrotypes of papers and illustrations. Treasurer authorised to pay bills and sums from the Scientific Relief Fund during recess. Books to be returned to the Library by 31 July. Annual leave granted to the Assistant Secretary. Bills for printing, binding and other goods and services.
