Commencing with a list of Council members present: Henry Edward Armstrong; William Edward Ayrton; William Henry Mahoney Christie; Charles Baron Clarke; William Boyd Dawkins; Michael Foster; Archibald Geikie; Edward Emanuel Klein; Edwin Ray Lankester; Hugo Muller; Alfred Newton; Andrew Noble; John William Strutt, Lord Rayleigh; Edward John Routh; Sir William Scovell Savory; Joseph John Thomson; The Treasurer [John Evans]; Alexander William Williamson; Sir Charles William Wilson; the President, Sir George Gabriel Stokes, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Death of Alexander John Ellis. List of President, Officers and Fellows proposed as new Council members, to be communicated to the public papers. Adjudication of medals: Professor Simon Newcomb (Copley Medal); Professor Heinrich Hertz (Rumford Medal); Dr. John Hopkinson (Royal Medal); Dr. David Ferrier (Royal Medal); Professor Emil Fischer (Davy Medal); Alfred Russel Wallace (Darwin Medal). Nominations as auditors of the Treasurer's accounts. Letter from the Admiralty accepting an offer of manuscripts. Letter from the Principal Librarian of the British Museum on the presentation of the Catalogue of Printed Books. Letter from Allan Wyon offering several portrait medals to the Royal Society, accepted. Letter from the Clerk of Christ's Hospital, requesting the nomination of a Governor; Professor Ayrton to be nominated. Letter from Professor Armstrong on the proposed Learned Societies Registration Bill, the Secretary to reply that it would be desirable for the Societies to confer. Report of the Library Committee, noting that the List of Portraits, Busts and other Works of Art was now complete, recommended to be published in the Proceedings; grants of Royal Society publications to institutions. Report of the Catalogue Committee, noting the death of Mr. Holt and the appointment of Miss Chambers at a salary of £80, to be raised to £100 at the year-end. Report of the Statutes Revision Committee, text entered into the minutes with recommended changes to Statutes, including on the number of Fellows and Foreign Members (no changes) but the introduction of no more htan two persons per year of eminence on grounds other than scientific attainment. Application of Professor Piazzi Smyth for £70 from the Government Grant reserve, to be made at the discretion of the President upon further enquiry. Application from Mr. Farmer for £100 from the Government Grant reserve to proceed to Ceylon to study Hepaticae, approved. Application from Alfred Mudge to aid in the publication of a classification of English words, declined. New scale of binding charges from Eyre & Spottiswoode approved. List of salaries, wages and pensions for Royal Society Officers and staff.
