Commencing with a list of Council members present: William Edward Ayrton; William Henry Mahoney Christie; William Boyd Dawkins; Michael Foster; Archibald Geikie; James Whitbread Lee Glaisher; Hugo Muller; Alfred Newton; John William Strutt, Lord Rayleigh; Sir William Roberts; William Chandler Roberts-Austen; Edward Albert Schafer; Sir George Gabriel Stokes; General Richard Strachey; Joseph John Thomson; Thomas Edward Thorpe; The Treasurer, Sir John Evans; Sydney Howard Vines; General James Thomas Walker; the President, Sir William Thomson, in the chair.

Also present, by invitation: Alfred Bray Kempe, member of the Statute Revision Committee.

Among matters discussed or noted: minutes of the last two meetings read and approved. Death of Thomas Graham Balfour. Consideration of statute revisions continued, including a letter from Captain Abney, Francis Galton and Professor Rucker opposing an increase to the number of Fellows; a circular letter to all Fellows to be prepared, soliciting opinions. Two new members for each of the Government Grant Boards A-G listed as elected. The Earl of Rosse and Professor Macalister re-appointed to the Government Grant Committee. Report of the Soiree Committee suggesting dates for the two annual events with £140 set aside for expenses, early notice to be given to the press for the Gentleman's soiree. Future Kew Committee reports to be presented in January. Letter from Professor Armstrong requesting instances of improper use of the initials F.R.S. Officers to attend the jubilee meeting of the Chemical Society. Letter from Professor G. S. Brady on the presentation of the library of Henry Bowman Brady, under his will; with £300 for its upkeep and £500 to the Scientific Relief Fund. A further letter from G. S. Brady on the presentation of Soldani's book Testaceographia; either the Society's copy or Brady's should go to the Natural History Museum. Leave granted to W. C. Wiliamson to have the original illustrations from his paper on fossil plants of the coal measures. Letter from the Rev. J. Moorhouse asking for a contribution towards a stained glass window in commemoration of John Dalton, request refused. Letter from the Secretary of the Royal Naval Exhibition requesting the loan of a portrait of Samuel Pepys, agreed. £50 from the Government Grant Fund awarded to E. H. Griffith for apparatus to re-determine Joule's equivalent. Letter from Vernon Heath offering for sale a portrait of Sir Joseph Whitworth, the work to be inspected. Leave granted for electrotypes of illustrations and copying from the archives. Bills for printing, binding and for other goods and services.
