Commencing with a list of Council members present: William Edward Ayrton; William Henry Mahoney Christie; Michael Foster; Archibald Geikie; James Whitbread Lee Glaisher; Hugo Muller; Alfred Newton; John William Strutt, Lord Rayleigh; Sir William Roberts; William Chandler Roberts-Austen; Edward Albert Schafer; Sir George Gabriel Stokes; General Richard Strachey; Thomas Edward Thorpe; The Treasurer, Sir John Evans; Sydney Howard Vines; General James Thomas Walker; the President, Sir William Thomson, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Deaths of Sir Prescott Gardner Hewett and Wilhelm Eduard Weber. Letter from the Admiralty, requesting advice on a successor to Mr. Hinds in producing the Nautical Almanac, a committee appointed for the purpose. Letter from H. De La Hooke, London County Council, to Michael Foster, 25 June 1891, and a reply on behalf of the Royal Society, entered into the minutes: the Council requesting an estimate of the cost of an inquiry into pathogens in water supply and a statement that this would have widespread utility; the Society confirming that such a study would be beneficial, although cost estimates would be difficult, and sugesting that if London County Council promised an initial £250, this would be matched by £250 from the Government Grant Fund; a committee formed to make arrangements for the study. The Astronomer Royal presented a list of institutions to receive the books granted to the Treasury by the German Government, this to be communicated to the Treasury. £100 from the Scientific Relief Fund to be placed with Sir Archhibald Geikie for an applicant. Existing portions of statutes to be repealed and the new draft statutes to be adopted. Suggested names for Foreign Membership deferred. Ludwig Mond added to the Joule Fund Committee. Treasurer noted the existence of a stock of palladium, suggesting its use for scientific research or disposal, no steps to be taken. Application of Mr. C. D. Sherborn to the Donation Fund declined. Leave granted to Mr. G. T. Drury to publish extracts from MS.83 from the archives. Electrotype copies granted to applicants. Arrears of Philosophical Transactions granted to Professor Price and Dr. Sorby. Treasurer authorised to pay bills and pay sums from the Scientific Relief Fund during recess. All Library books to be returned by 31 July. Leave of absence granted to the Assistant Secretary. Bills for gas, carpentry and plants for the soiree.
