Commencing with a list of Council members present: Captain William de Wiveleslie Abney; Sir Benjamin Baker; Isaac Bayley Balfour; William Thomas Blanford; George Carey Foster; Sir Archibald Geikie; Richard Tetley Glazebrook; Frederick Ducane Godman; John Hopkinson; Joseph Norman Lockyer; William Davidson Niven; William Henry Perkin; John William Strutt, Lord Rayleigh; Robert Arthur Talbot Gascoyne-Cecil, Marquis of Salisbury; Adam Sedgwick; William Augustus Tilden; the Treasurer, Sir John Evans; the President, William Thomson, Lord Kelvin, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Letter from N. T. Laurence announcing a legacy of £2,000 from the Earl of Derby. Letter from the Foreign Office and the French Minister on facilities for the Eclipse Expedition. Report of the Government Grant Committee with lists of allocations from Baords A-G and totals, £500 to be placed with Council as a reserve; copy of the report to be sent to each member of the Committee. £100 towards a spectroscope for the Royal Society's telescope applied for by Dr. Huggins to be refunded to the Grant; £150 from Royal Society General Funds to be allocated to Dr. Huggins. Changes to Government Grant regulations. Letter from Francis Galton announcing the recruitment of Mr. Chree as Superintendent of Kew Observatory, appointment confirmed. Lists of candidates for Royal Society medals to be considered at a future meeting. Memorandum from the Committee on 'paid opinions', entered in full into the minutes. Request from the Institute of Preventive Medicine for the use of rooms granted; Sir Joseph Lister re-elected to represent the Royal Society at the Institute. Request from the Royal Archaeological Institute for the use of rooms, granted. Letter from Dr. Sprengel on a controversial matter laid before the Committee of Papers, the referee to report at a future Council meeting. Letter from Sir E. J. Reed applying for Philosophical Transactions numbers, granted. Letter from Dr. John Murray for the loan of a manuscript from the Brady Library, approved with conditions. Leave granted to Professor Pirie for copies from the archives and to others for electrotypes. Letter of thanks from Mr. F. H. Kingston, retiring gate porter. Treasurer authorised to spend £21 on cleaning and glazing of portraits. Bills for printing, engraving and other expenses.
