Commencing with a list of Council members present: Isaac Bayley Balfour; Andrew Ainslie Common; Andrew Russell Forsyth; Michael Foster; Richard Tetley Glazebrook; Alexander Henry Green; Sir John Kirk; Sir Joseph Lister; Oliver Joseph Lodge; William Davidson Niven; William Henry Perkin; John William Strutt, Lord Rayleigh; John Scott Burdon Sanderson; Adam Sedgwick; Thomas Edward Thorpe; William Augustus Tilden; the Treasurer, Sir John Evans; William Cawthorne Unwin; the President, William Thomson, Lord Kelvin, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Seal of the Society affixed to a congratulatory address to the University of Halle-Wittenberg. Proposers and seconders for nominations of candidates for Royal Society medals. Antarctic Committee report considered, resolved to request an interview with the Lords of the Admiralty; full text of a draft letter, Michael Foster, Burlington House, 9 July 1894, to the Secretary, the Admiralty, propsong a deputation to discuss the issue of and Antarctic Expedition; proposed representatives of the Royal Society. Procedures Committee report presented, the creation of Sectional Committees on reading and acceptance of publications approved and that certain Ordinary Meetings should be set aside for business issues. Scientific Relief Committtee awards: £50 placed with Mr. C. B. Clarke, £100 with Professor Dewar and £25 with Professor D'Arcy Thompson for the benefit of applicants. Report of the Committee for tea-room alterations deferred. Letter from the Mayor of Shrewsbury inviting the Society to contribute to a Darwin Memorial, declined. Letter from Gustavus Hinrichs inviting the Society to contribute to a Lavoisier Memorial, a reply to be sent saying that the Society would consider a request via the Academie des Sciences. Request for delegates to the Association Belge des Chimistes declined. Request for delegates to attend the International Congress of Hygiene in Budapest, Sir George Buchanan and Dr. Thorne proposed. Request from the Sanitary Institute for delegates to attend a Congress in Liverpool, declined. Request from the Royal Society of Sciences at Gottingen to send a representative to a conference on international gravitational observations, Professor Rucker nominated. Letter from the Observatory Committee of the Royal Cornish Polytechnic Society, requesting that Magnetic observations at Falmouth might be published in the Proceedings, in the manner of observations from Kew Observatory, approved with conditions. Letter from Francis Galton, Chairman of the Incorporated Kew Committee, Kew Observatory, Richmond, 3 July 1894, to Michael Foster, full text entered into the minutes: giving reasons not to change the name of Kew Observatory, its historical importance outweighing the minor inconveniences being experienced by the Royal Botanic Gardens, consideration deferred. Letter from Francis Galton suggesting that the list of items exhibited at soirees should be published in Proceedings, suggestion not adopted. Letter from Mr. J. W. Lovibond stating that the essential parts of his tintometer sent for inspection by the Colour Vision Committee had not been returned; Treasurer authorise to reimburse the cost of missing items. Exchange and gift publications to be despatched during recess. Letter from the Society for the Preservation of the Monuments of Ancient Egypt, enclosing a memorial to Nubar Pasha, for signature in response to Aswan Dam plans; no Royal Society action to be taken, although individual Fellows might sign. Electrotypes granted to Captain Abney. Donation Fund grants: £5 to Professor J. G. Mckendrick to aid Dr. W. R. Jack in research on time relations of muscle fatigue, £10 to Professor W. C. Williamson for research on fossil plants of coal measures. 100 francs subscribed to a memorial to Daniel Colladon. Letter from Dr. Bristowe with the Buchanan Medal dies and residual funds, to be invested by the Treasurer. Letter from the Guildhall Librarian requesting arrears of Philosophical Transactions issues, granted. Secretary to reply to a letter from Axel Staggemeier. 4 shillings per week allowance granted to Mary Brookes, formerly in the Society's service. Annual report of the Meteorological Council presented. Treasurer authorised to pay bills and grants from the Scientific Relief Fund during recess. Library books to be returned by 31 July. Leave of absence granted to the Assistant Secretary. Bills for engraving, architect's fees, carpentry and other expenses.
