Commencing with a list of Council members present: Andrew Ainslie Common; William Crookes; Francis Darwin; Andrew Russell Forsyth; Michael Foster; Sir Douglas Galton; Alexander Henry Green; Sir John Kirk; Horace Lamb; Edwin Ray Lankester; Sir Joseph Lister; Alexander Macalister; John Henry Poynting; John William Strutt, Lord Rayleigh; Arthur William Rucker; Osbert Salvin; John Scott Burdon Sanderson; Thomas Edward Thorpe; the Treasurer, Sir John Evans; Sir William Henry White; the President, William Thomson, Lord Kelvin, in the chair.

Among matters discussed or noted: minutes of the last two meetings read and approved. Death of Professor Pafnutij Tchebitchef. Letter from the Standards Department of the Board of Trade, inviting Council to inspect new metric standards, a visit agreed for 1 February. Two new members for Government Grant Boards A-G listed with retiring members and a list of the chairmen. New arrangements for the conduct of Ordinary Meetings agreed, including: 'Each Fellow to be allowed to bring one stranger, who may be a lady'. Report of the Procedure Committee discussed and adjourned. Purchase of stock and consols for the Gassiot Trust and the Darwin Fund. Treasurer authorised to purchase £280 consols for the Brady Library Fund. Resolution on the Rumford Fund rescinded and payments of varying amounts over £68 to Professors Hertz, Duner and Dewar approved. Instruments at the Falmouth Observatory insured for £300 at the expense of the Government Grant Fund. Proceeds of the Handley Fund expended on the Catalogue of Scientific Papers last year, approved. Dividends accruing to the Winteringham Fund to be paid to the Secretary of the Foundling Hospital. Bills for engraving, paper, books and other expenses.
