Commencing with a list of Council members present: Andrew Ainslie Common; William Crookes; Francis Darwin; Andrew Russell Forsyth; Michael Foster; Sir John Kirk; Horace Lamb; Edwin Ray Lankester; Alexander Macalister; John Henry Poynting; John William Strutt, Lord Rayleigh; Arthur William Rucker; Osbert Salvin; John Scott Burdon Sanderson; Thomas Edward Thorpe; the Treasurer, Sir John Evans; Sir William Henry White; the President, William Thomson, Lord Kelvin, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. 28 February deemed a more convenient date for the discussion mentioned in the last meeting ['Variation in Animals and Plants']; Fellows of the Entomological, Geological, Linnean, Royal Statistical and Zoological Societies should be admitted, with visiting cards. Report of the Procedure Committee resumed, with amendments to recommendations on changes to Ordinary Meetings and papers, including the delegation of work done by the Committee of Papers to the Sectional Committees: resolutions I-VIII then entered into the minutes as full text, with further consideration deferred. Report by Messrs. W. B. Keen & Company read and forwarded to the chairman of the Kew Committee. Treasurer reported on the purchase of consols on behalf of the Rumford Fund.
