Commencing with a list of Council members present: Andrew Ainslie Common; William Crookes; Francis Darwin; Andrew Russell Forsyth; Michael Foster; Sir John Kirk; Horace Lamb; Edwin Ray Lankester; Alexander Macalister; John Henry Poynting; John William Strutt, Lord Rayleigh; Arthur William Rucker; Osbert Salvin; John Scott Burdon Sanderson; Thomas Edward Thorpe; the Treasurer, Sir John Evans; Sir William Henry White; the President, William Thomson, Lord Kelvin, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Deaths of Albert William Beetham, Major-General Sir Henry Creswicke Rawlinson and Sir William Scovell Savory. Further report of the Water Resarch Committe ordered to be printed in the Proceedings. Report of the Challenger Committee, noting that the last volumes had been published and specimens distributed, the ramining £500 paid to Dr. J. Murray. Letter from Michael Foster, 15 March 1895, to the Secretary, H.M. Treasury, full text entered into the minutes: noting that the whole £1,600 allocated for the Challenger publications had now been expended and that the Royal Society''s role was now complete; and that although the budget was over the original intention, nothing had been wasted; praising the efforts of Dr. Murray and his contributors and suggesting that more sets of the Challenger reports might be presented to scientific institutions. Letter from Dr. J. Murray asking that any interest on the £1,00 be paid to him, the Secretary to reply that this was not invested and therefore no interest accrued. Report of the Gunning Fund Committee, making recommendations on how the fund should be used, including on the work of the Water Research Committee. Professor Seeley elected to Government Grant Board D. Professor G. H. Darwin nominated to the governing body of the Charterhouse School. Letter from Dr. D. H. Scott noting a promise he had made to defray the costs of publishing Professor W. C. Williamson's paper on fossils; recommended that he should pay £50. Paper by Vernon Harcourt and William Esson to be the subject of the Bakerian Lecture on 9 May. Vacancies for three Foreign Members to be considered after Easter. Letter from ther Imperial Institute requesting the loan of astronomical photographs, a list to be sent to them. Leave granted to Mr. Hulme and to the Editor of the Philosophical Magazine to make extracts from manuscripts and for electrotypes. Letter from Lady Priestley in thanks for the use of rooms by the British Medical Association. Report of the Procedures Committee, with text of Standing Orders 1-6 on the make up of subject-based Sectional Committees; Standing Order 13 amended and 11 not adopted; with votes on the printed size of Philosophical Transactions and Proceedings, a letter to be sent to all Fellows solicting their opinions. Bills for lithography and engraving.
