Commencing with a list of Council members present: Thomas George Bonney; William Crookes; Francis Darwin; Andrew Russell Forsyth; Michael Foster; Sir Douglas Galton; Horace Lamb; Edwin Ray Lankester; Sir Joseph Lister; Alexander Macalister; John Henry Poynting; John William Strutt, Lord Rayleigh; Arthur William Rucker; Osbert Salvin; Thomas Edward Thorpe; the Treasurer, Sir John Evans; the President, William Thomson, Lord Kelvin, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Death of Valentine Ball. Draft letter from Michael Foster to the Secretary of the Treasury, full text entered into the minutes: on the need for a grant for scientific publication; with an extended memorandum setting out the case for support, with the number of scientific papers being submitted to learned societies outstripping their financial ability to sustain publication. Leave granted to the Egypt Exploration Fund for the use of the ante room and meeting room, with conditions. Procedures Committee report resumed, with a table of the results of a circular letter to Fellows on the paper size for Philosophical Transactions and Proceedings: a second circular to be sent with the choice of present form or royal octavo for Philosophical Transactions; amendments to other Standing Orders voted for, including on the printing of reports of committees and on the creation of a Yearbook, the legal validity of the decisions to be checked by Mr. Kempe. Report of the Selection of Candidates Committee, with voting on recommendations, including that the Sectional Committees were to be consulted on the claims of candidates for election. Bills for engraving, lithography and soirees.
