Commencing with a list of Council members present: Thomas George Bonney; Andrew Ainslie Common; William Crookes; Francis Darwin; Andrew Russell Forsyth; Sir Douglas Galton; Sir John Kirk; Horace Lamb; Edwin Ray Lankester; Sir Joseph Lister; John Henry Poynting; John William Strutt, Lord Rayleigh; Arthur William Rucker; Osbert Salvin; John Scott Burdon Sanderson;Thomas Edward Thorpe; the Treasurer, Sir John Evans; the President, William Thomson, Lord Kelvin, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. President and Officer added to the Coral Reef Committee. List of President, Officers and Council Members recommended for election for the coming year, the list to be communicated to the public papers. Adjudication of medals: awards to Professsor Karl Weierstrass (Copley Medal), Professor James Alfred Ewing (Royal Medal), Dr. John Murray (Royal Medal), Professor William Ramsay (Davy Medal). Report from the International Catalogue Committee, recommending that a letter from the German government asking for representation at a conference, reply drafted. Letter from Dr. Sclater recommending a topic for a 'meeting for discussion', consideration postponed; a meeting on colour photography to be held on 23 April 1896, Professor Lippmann invited to open discussion. Letter from the Society of Arts requesting candidate suggestions for the Albert Medal, to be answered that the Society declined to nominate. Letter from the India Office presenting copies of the Trevandrum Observations part 3. Letter from M. Janssen placing the Mont Blanc Observatory at the service of English observers, acknowledged. Volumes of Philosphical Transactions presented to Mrs. Tyndall. Leave granted to Professor Hearson for the return of models accompanying his paper on kinematics of machines. List of salaries and wages paid to Officers and staff.
