Commencing with a list of Council members present: Lazarus Fletcher; Michael Foster; Edward Frankland; Walter Holbrook Gaskell; William Huggins; Alexander Blackie William Kennedy; Edwin Ray Lankester; Charles Lapworth; Major Percy Alexander MacMahon; John William Strutt, Lord Rayleigh; Arthur William Rucker; Osbert Salvin; the Treasurer, Sir John Evans; Admiral William James Lloyd Wharton; the President, Sir Joseph Lister, in the chair.

Among matters discussed or noted: admission of strangers to the discussion meeting on colour photography should follow the usual rules. Various amendments to Standing Orders proposed and voted upon: full text entered into the minutes of the revised Standing Orders of Council Relating to Meetings, Sectional Committees, and Publications; including on Philosophical Transactions, Proceedings, and on the publication of a Yearbook.
