Commencing with a list of Council members present: William Crookes; Sir Joseph Fayrer; Lazarus Fletcher; Michael Foster; Edward Frankland; Walter Holbrook Gaskell; William Huggins; William Thomson, Lord Kelvin; Alexander Blackie William Kennedy; Edwin Ray Lankester; Charles Lapworth; Major Percy Alexander MacMahon; John Henry Poynting; John William Strutt, Lord Rayleigh; Arthur William Rucker; Osbert Salvin; the Treasurer, Sir John Evans; Harry Marshall Ward; the President, Sir Joseph Lister, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Death of Sir Joseph Prestwich. Seal of the Royal Society attached to congratulatory addresses to Lord Kelvin and to Stanislao Cannizzaro. Letters of thanks from Dr. N. M. Ferrers and from the Physical Society for Publication Fund grants. President reported that he had appointed Dr. Ludwig Mond as an additional delegate to the International Catalogue Conference, his action approved; a sub-committee of the House and Soiree Committee appointed to make dinner and reception arrangments for the Conference. Dr. A. R. Garrod's application judged favourably by the chairman of Board G, £15 allotted to him from the Reserve Fund. Professor A. W. Rucker appointed a delegate to the International Meteorological Committee in Paris, in response to a letter by Mr. R. H. Scott. Sir Archibald Geikie appointed a delegate to the sesquicentennial celebration of Princeton University. The Secretary directed to send a memorandum concerning a Belgian Antarctic Expedition to the Royal Geographical Society; and a memorandum on a Russian Eclipse Expedition to the Joint Eclipse Committee, both from the Foreign Office. Letter from the Colonial Office requesting assistance on inquiries on the tsetse fly, a committee appointed for the purpose. £60 from the Donation Fund granted to Professor Burdon Sanderson for investigations into tuberculin. Professor Lankester and Rucker appointed a sub-committee to assist the Secretaries in preparing a Yearbook, with Herbert Rix. A specimen of the form for future publication of the Proceedings approved. Resolution of Professor Lankester on limiting the use of the Publication Grant not seconded. Report of the Library Committee on disposal of selected journals to other libraries, on journal exchanges, and on presentations of publications, adopted. Treasurer authorised to spend no more than £300 in cleaning and repair of the Society's apartments during recess. 3 shillings per week allowance awarded to Mary Brooks. Omission of Council meetings in the coming year. Informal reception of Fellows to be held on 29 October. Candidates for Royal Society medal awards proposed and seconded. List of Foreign Members from the Suggestions Book developed into a long-list from which five names would be nominated by ballot at a subsequent Council. The Senior Secretary gave notice of his intention to propose a resolution excluding candidates for the Rumford Medal any work on heat and light published in America. Assistant Secretary's policy for £1,000 had been received and was ordered to be deposited with the solicitors. Annual Report of the Meteorological Council received and to be transmitted to the Treasury. Treasurer authorised to pay bills during recess and to make payments from the Scientific Relief Fund. All books to be returned to the Library by 31 July. Leave granted to the Assistant Secretary. Leave granted to the Editor of Nature for illustration copying from Mr. A. A. C. Swinton's paper. Bills for books and other expenses.
