Commencing with a list of Council members present: William Grylls Adams; Thomas Clifford Allbutt; Robert Bellamy Clifton; James Alfred Ewing; Lazarus Fletcher; Michael Foster; Sir Edward Frankland; William Holbrook Gaskell; Alfred George Greenhill; Charles Lapworth; Raphael Meldola; William Ramsay; Arthur William Rucker; William Turner Thiselton-Dyer; the Treasurer, Sir John Evans; Walter Frank Raphael Weldon; Admiral William James Lloyd Wharton; the President, Lord Lister, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved.
1. Death of Professor Johannes Japetus Smith Steenstrup.
2. Letter from the Home Office on the presentation of the adddress to the throne, President and Officers to take desirable steps.
3. Treasurer authorised to pay the Joule Student stipend to M. Jean Perrin.
4. £30 from the Reserve Fund to be granted to Mr. Swale Vincent for research on the physiology of ductless glands.
5. Letter from the Australian Museum and enclosures with reference to a memoir by Mr. Hedley on results fom the Coral Reef Boring Expedition. On submission to the Coral Reef Boring Committee, they resolved that a misunderstanding had taken place and that a withdrawal of objections to publication should be telegraphed to Australia.
6. Coral Reef Committee noted the loss of Professor Sollas' salary from the Geological Survey and that a sum of £100 should be assigned to him from the Donation Fuund; the Society to address the Science and Art Department on this subject.
7. Application to the Publishing Fund from the Secretary of the Physical Society for printing of astracts; approved, but with the warning that the Society does so with hesitation, not wishing to set a precedent.
8. Letter requesting that the Society send a delegate to the second conference of the Institut International de Bibliographie, the Secretary to respond that a delegate would be sent if possible, but that this did not signify approval of the conference.
9. Resolved that a report of Council be drafted for submission to the Fellowship, to be consider by Council after recess.
10. Several replies received on the subject of the Victoria Fund, but the matter was not yet ready for discussion.
11. Letter from the Astronomer Royal on the Bombay Observatory, noting that previously, the Indian Observatories Committee had been held not to be a Royal Society committee. Resolved that the committee be re-appointed as a Royal Society Observatories Committee, with membership listed.
12. The letters from the Superintendent of the Colaba Observatory and from Mr. Wragge, Government Meteorologist of Queensland, referred to the Observatories Committee.
13. Application from Mr. E. J. Bies to place his specimens of cave animals, collected under the Government Grant, to the Cambridge Museum; reply that the British Museum should have any required specimens and the remainder might be placed with the Museum of Zoology, Cambridge University.
14. An allowance of 3 shillings per week granted to Mary Brookes, renewed for one year.
15-21. Adjudication of Royal Society Medals, candidates proposed and seconded.
22. Lists of candidates for Foreign Membership of the Royal Society, taken from the Suggestion Book, a longlist drawn up for the selection of four names to be nominated by ballot.
23. Agreed that Chairs of Secttional Committees could appoint a deputy, when necessary.
24. On the relationship between Council and Sectional Committees on selection of candidates for Fellowship, Sir William Huggins' proposal, that advice should not be given by the Sectional Committees unless requested by Council was carried by vote. Standing Order 11 to be amended accordingly.
25. Note of a meeting of Governors of Public Schools on the subject of science teaching in schools, with a resolution. Discussion deferred until a future meeting of Council.
26. Leave granted to the Senior Secretary, 5 August to 13 November.
27. Annual Report of the Meteorological Council presented.
28-29. Treasurer authorised to pay Royal Society bills and pay grants from the Scientific Relief Fund during recess.
30. All books to be returned to the Library by 31 July.
31. Leave of absence granted to the Assistant Secretary.
32. Leave granted to the Editor of The Gardener's Magazine for copies of illustrations.
33. Bills for Herbert Rix's work on the Yearbook and Record, for soirees, and for other expenses.
