Commencing with a list of Council members present: William Grylls Adams; Thomas Clifford Allbutt; Thomas George Bonney; John Cleland; Robert Bellamy Clifton; James Alfred Ewing; Michael Foster; Sir Edward Frankland; Alfred Bray Kempe; John Newport Langley; Joseph Larmor; Nevil Story Maskelyne; Raphael Meldola; Edward Bagnell Poulton; Arthur William Rucker; William James Russell; Dukinfield Henry Scott; The Treasurer, Sir John Evans; Walter Frank Raphael Weldon; the President, Lord Lister, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved.
1. Deaths of Sir Henry Bessemer, Major-General Edward Mounier Boxer and Sir Richard Quain.
2. Publication Fund grants recommended by the Committee of Papers four papers to be published in Philosophical Transactions: by Dr. C. H. Lees, by Professor Karl Pearson and Mr. L. N. G. Filon, by Mr. W. F. Shepherd and by Mr. W. H. Lang.
3. Application to the Publication Fund by the Balfour Memorial Fund on behalf of Dr. A. Willey, for a paper on the morphology of the Pearly Nautilus; Professor E. Ray Lankester renounced his grant in favour of Willey, therefore £100 granted.
4. Report of the Scientific Relief Committee, recommending £100 be placed with Mr., Carruthers for the benefit of an applicant, approved.
5. Report of the Metric Units Committee, full text entered into the minutes: appended tables to be forwarded to the Board of Trade. Council noted the use of the word 'weight' rather than 'mass' and Council-approved definitions of metric standards are reproduced in full in the minutes.
6. Report of the Zoology Committee, recommending the presentation of 100 copies of the Ledenfeld monograph on horny sponges to musuems. approved
7. Copies of the Record of the Royal Society to be presnted to all institutions currently receiving the Philosophical Transactions.
8. Recommendation of the Sectional Committee for Botany that the committee is extended to nine members from six, with three nominations.
9. Treasury nomination of Professor G. H. Darwin as delegate to the Bureau of the International Geodetic Association.
10. Letter from Dr. Ludwig Moond wishing to defer his response to the report of the Catalogue of Scientific Papers Committee.
11. Letters of thanks associated with the coral boring at Funafuti.
12. Informal reception of Fellows to be held on 28 April.
13. No reply other than an acknowledgement received from the Science and Art Department regarding Professor Sollas.
14. Letter from the Secretary of the Royal Astronomical Society with appointments to the Joint Permanent Eclipse Committee.
15. Silver medals of Fordyce and Hunter presented by Sir Joseph Dalton Hooker.
16. Application for the exchange of Proceedings for Science Abstracts, approved.
17. Invitation to appoint delegates to the Congress of the Sanitary Institute received and declined.
[not numbered] Formation of a joint committee, with the Royal Geographical Society to consider urging the Government to commence an Antarctic Expedition.
18-21. Report of the Government Grant Review Committee on the scientific outcomes of grant-giving and on the adminstration of the grant, entered as full text into the minutes, with recommendations for future conduct. Council resolve that neglect of reporting by grantees should be reported to the Secretaries; that the cost of employing professional auditors should be obtained; and that the report should be sent to the Government Grant Committee.
22. Procedure in selecting candidates for Fellowship deferred to a later meeting.
23. Offices and Library to be closed for Easter.
24. Leave granted for the copying of papers, archives and illustrations.
25. Bills for postage of Proceedings, collotypes and other expenses.
