Commencing with a list of Council members present: William Grylls Adams; Sir Robert Stawell Ball; Thomas George Bonney; John Cleland; Robert Bellamy Clifton; Sir John Evans (Treasurer); Michael Foster; Sir Edward Frankland; Alfred Bray Kempe; John Newport Langley; Joseph Larmor; Nevil Story Maskelyne; Raphael Meldola; Edward Bagnell Poulton; Arthur William Rucker; William James Russell; Dukinfield Henry Scott; Walter Frank Raphael Weldon; the President, Lord Lister, in the chair.

Among matters discussed or noted:
1. Minutes of the last meeting read and approved.
2. Deaths of Sir James Nicholas Douglass, Mr. John Hippesley and Professor Ferdinand Cohen.
3. Committee of Papers recommendation for £60 from the Publication Fund to be granted to four papers printed in Philosoiphical Transactions; by Professor W. M. Hicks, Mr. V. H. Blackman, Mr. F. Darwin, and by Professor Farmer and Mr. J. Ll. Williams.
4. Letter from the Secretary of the Linnean Society, £80 from the Publication Fund granted towards the printing of a section of Murray and Blackman's paper on phytoplankton of the Atlantic.
5. Application from the Secretary of the Linnean Society, £100 from the Publication Fund granted towards the printing of papers by Dr. Forsyth Major and by Dr. Elliot Smith.
6. Report from the Coral Boring Committee, £200 from the reserve Fund to be placed at the disposal of the further expedition to continue coral boring at Funafuti.
7. £100 from the Reserve Fund granted to Sir Martin Conway in aid of his expedition to the Andes of Bolivia.
8. £50 from the Reserve Fund granted, if needed, to assist a botanist for Captain Dowding's expedition, on the recommendation of the Sectional Committee for Botany.
9. Letter from J. Chamberlain to the President requesting that the Society appoint a committee to confer with the Colonial Office on malaria in Africa. Committee listed and Chamberlain to be informed that the Society would be prepared to make an initial grant of £300, with the suggestion to involve the India Office.
10-21. Candidates for the award of Royal Society medals proposed and seconded.
22. President to confer with Trustees on rumoured changes to the Natural History Department of the British Museum.
23. Report of the Observatories Committee on the application of the Armagh Observatory, judged not strong enough to induce the Royal Society to appeal to the Government.
24. Disagreements between Sectional Committees on naming referees in minutes: Council's ruling that in future, names of referees should be omitted from the minutes.
25. Letter from the Office of Works on alterations to the Society's building at Burlington House; the Society to appeal to the Office to defray some or all of the costs.
26. Thanks to Nevil Story Maskelyne for the gift of the mace stand.
27. Treasurer authorised to pay the annual contribution of a Fellow from the Scientific Relief Fund.
28. Report of the Catalogue Committee considered; agreed that the Catalogue should be completed to the end of the year 1899.
29. Power given to the Meteorological Office Superannuation Committee during recess.
30. Letter from Professor Ramsay asking to divert a grant of £50 made to him from the Donation Fund to a study of the gases given off by rubies, permission granted.
31. President and Officers empowered to deal with urgent matters before next Council.
32. Annual Report of the Meteorological Council presented.
33. Treasurer authorised to pay recess bills.
34. Purchase of an awning for use during the Royal Society's receptions.
35. All books to be returned to the Library by 31 July.
36. Leave of absence granted to the Assistant Secretary.
37. Leave granted for copies of illustrations.
38. Bills for insurance, engraving and other expenses.
