Commencing with a list of Council members present: William Grylls Adams; Sir Robert Stawell Ball; Thomas George Bonney; John Cleland; Robert Bellamy Clifton; Sir John Evans (Treasurer); James Alfred Ewing; Michael Foster; Sir Edward Frankland; Alfred Bray Kempe; John Newport Langley; Joseph Larmor; Nevil Story Maskelyne; Raphael Meldola; Edward Bagnell Poulton; Arthur William Rucker; William James Russell; Dukinfield Henry Scott; Walter Frank Raphael Weldon; the President, Lord Lister, in the chair.

Among matters discussed or noted: minutes of the last meeting read and approved.
1. Deaths of Dr. James Edward Tierney Aitchison, Sir Henry Barkly and Dr. John Hopkinson.
2. President and Officers reporting on actions taken during recess: on the International Catalogue Conference; the Meteorological Office Superannuation Committee; the Observatories Committee; Kew Observatory and electric tramways; and electric light installation at Burlington House.
3. Report of the Soiree and House Committee, including a recommendation for a summer dinner, deferred, genaral recommendations accepted.
4. Treasurer authorised to pay the annual subscription of one Fellow from the Scientific Relief Fund.
5. Nomination of auditors of the Treasurer's accounts.
6. Letter from E. W. Hamilton, Treasury Chambers, 7 October 1898, to the President of the Royal Society, full text entered into the minutes: on the National Physical Laboratory, its funding, and the status of the Kew Observatory. With a memorandum from the Junior Secretary commenting upon the proposals. A committee to be set up for the purpose of examining the letter and Professor Rucker's memorandum.
7. Grant of £100 from the Publication Fund made for the expense of publishing 'Science Abstracts', with conditions.
8. Adjudication of Royal Society medals considered and adjourned.
9. Nomination of Fellows to be considered for next Council, with a list of retiring Council Members, consideration adjourned.
10. Treasurer's report on two grants from the Scientific Relief Fund, for £100 and £50 for the benefit of applicants; and receipt of £2,000 on account of the Government Grant and £500 on account of the Publication Grant.
11. Payment of bills for paper, lithography and other expenses.
