Commencing with a list of Council members present: Thomas George Bonney; Captain Ettrick William Creak; James Dewar; Sir Michael Foster (Secretary); Sir Edward Frankland (Foreign Secretary); William Dobinson Halliburton; William Abbott Herdman; Alfred Bray Kempe (Treasurer); Joseph Larmor; Sir Andrew Noble; Arthur William Rucker (Secretary); William James Russell; Arthur Schuster; Dukinfield Henry Scott; George Johnstone Stoney; Joseph John Thomson; the President, Lord Lister, in the chair.

Among matters discussed or noted:
1. Minutes of the last meeting read and approved.
2. Deaths of Sir Alexander Armstrong, Henry Wollaston Blake, and Sir William Henry Fowler.
3. Photographic portrait of William Pengelly donated by Miss Hester Pengelly.
4. Letter from Francis Mowatt, Treasury Chambers, 3 July 1899, to Lord Lister, full text entered into the minutes: stating that £45,000 will be requested from Parliament for an Antarctic Expedition, provided that a matching sum can be found. Instalments to be spread over four years.
5. Admiral Sir William Wharton to be added to the Joint Antarctic Expedition Committee.
6. Report of the Executive Committee of the National Physical Laboratory: R. T. Glazebrook recommended as Director of the Laboratory. Approved from 1 January 1900, subject to funding approval from Parliament. Additional appointments to the General Board.
7-17. Adjudication of Royal Society medals: proposers and seconders of medal candidates.
18. Dr. T. E. Thorpe appointed a member of the Joint Permanent Eclipse Committee.
19. The Secretaries, with Professors Armstrong and Schuster, to attend a conference in Wiesbaden, to discuss an Association of Academies.
20. Conditions to be placed by the German Government on the production of the proposed International Catalogue of Scientific Literature.
21. Report of the Committee on the election of privileged Fellows, full text entered into the minutes: the recommendations, with one exception, to be incorporated into draft Statutes and Standing Orders by the Secretaries.
22. Letter from the Society of Antiquaries on encroachments made by the Royal Academy's alterations to Burlington House: no additional actions to be taken until a response is received from the Treasury on the Societies' joint representations.
23. Report of the House Committee on improvements to electrical installations: accepted, the Committee empowered to act during the recess.
24. Application from the Meteorological Council for a grant in favour of C.T.R. Wilson's research on atmospheric electricity, referred to the Government Grant Board B.
25. £50 from the Publication Fund allocated for the publication of reports on R. T. Gunther's Lake Urmi expedition, via the Linnean Society.
26. Request from the Connecticut Academy of Arrts and Sciences to send delegates to its centenary celebrations: a letter of congratulation to be sent, and names of possible attendees from the USA and Canada suggested.
27. Seal of the Royal Society affixed to Foreign Members certificates.
28. President and Officers empowered to take actions during recess.
29. Treasurer authorised to pay bills and other expenses during recess.
30. All Library books to be returned by 31 July.
31. Leave of absence granted to Assiatnt Secretary.
32. Leave granted for the copying of illustrations.
33. Bills for engraving, plants for the soiree, and other expenses.
