Commencing with a list of Council members present: Thomas George Bonney; Captain Ettrick William Creak; James Dewar; Sir Michael Foster (Secretary); William Dobinson Halliburton; William Abbott Herdman; Alfred Bray Kempe (Treasurer); Joseph Larmor; Nevil Storey Maskelyne; Sir Andrew Noble; Edward Bagnell Poulton; Arthur William Rucker (Secretary); Arthur Schuster; Dukinfield Henry Scott; George Johnstone Stoney; Joseph John Thomson; the President, Lord Lister, in the chair.

Among matters discussed or noted:
1. Minutes of the last meeting read and approved.
2. Deaths of Sir Edward Frankland (Foreign Secretary); Charles Graves Lord Bishop of Limerick, and Professor Robert Wilhelm Bunsen. The President, Senior Secretary and Professor Armstrong attended the funeral of Sir Edward Frankland.
3. Officers' report on action taken during recess: distribution of a memorandum on beri-beri issued by the Government of the Straits Settlements; list of recommendations for the presentation of copies of the Challenger reports sent to the Treasury.
4. Senior Secretary approved a grant of £75 towards the costs of sending Mr. A. B. Percival and a taxidermist to make zoological collections in association with General Creagh's Arabian expedition from Aden.
5. Report of the Soiree Committee on arrangements for the Anniversary Dinner, approved.
6. Report of the House Committee on complicated tendering for new electrical installations in Burlington House: work will now be carried out during the following summer.
7. Report of the Library Committee on exchanges and disposals of journals; a recommendation that obituary notices to be published in a separate annual volume deferred for further consideration..
8. Nomination of auditors for the Treasurer's accounts.
9. Adjudication of medals discussed and adjourned to the next meeting: Dr. Dallinger proposed for a Royal Medal, but not seconded.
10. Nominations of Fellows to serve on the next Council considered, with a list of retiring members.
11. Draft of new Statutes and Standing Orders for the election of privileged candidates for Fellowship; this and the repeal of parts of Statute 4 to be considered at a subsequent meeting.
12. Treasurer's report noting the need to appoint a liquidator for the Kew Committee, the Treasurer appointed by Council for this task.
13. Account to be opened at the Western Branch of the Bank of England for the National Physical Laboratory.
14. Report of the Treasurer on a payment of £277 14s. 2d. from the Scientific Relief Fund, for the benefit of an applicant; and the receipt of £2,000 and £500 from the Treasury for the Government Grant Fund and Publication Fund.
15. Report of the Meteorological Council, to be forwarded to the Treasury.
16. Leave granted to the Editor of the Annals of Botany to reprint a paper by Sir W. T. Thiselton Dyer.
17. Draft of Council's report to the Fellowship ordered to be circulated to members of Council.
18. Bills for paper, lithography and other expenses.
