Commencing with a list of Council members present: Thomas George Bonney; Captain Ettrick William Creak; Daniel John Cunningham; James Dewar; Michael Foster (Secretary); Sir Edward Frankland (Foreign Secretary); William Dobinson Halliburton; William Abbott Herdman; Victor Horsley; Alfred Bray Kempe (Treasurer); Nevil Story Maskelyne; Sir Andrew Noble; Edward Bagnell Poulton; Arthur William Rucker (Secretary); William James Russell; Arthur Schuster; Dukinfield Henry Scott; George Johnstone Stoney; Joseph John Thomson; the President, Lord Lister, in the chair.

Among matters discussed or noted:
1. New members of Council subscribed to the declaration in lieu of the oath
2. Minutes of the last meeting read and approved.
3. Deaths of Sir William Anderson, John Barrow, Sir William Jenner and the Rev. Bartholomew Price.
4. Report of the International Floating Observatory Committee on G. H. Fowler's request for assistance, the Secretaries to write to the Admiralty to support his research.
5. Professor Burdon Sanderson had accepted the Croonian Lectureship.
6. Letter from Professor Vines asking to be excused from committee work.
7. Report of the Library Committee: on journal exchanges, grants and amended Library regulations, approved.
8. Duplicate forms for candidature to the Fellowship acceptable, to save inconvenience to Fellows resident overseas.
9. £10 from the Donation Fund granted to Professor Judd, to pay Frederick Chapman for transportation expenses for the core from the coral reef at Funafuti.
10. Application from Professor Christopher Addison for the return of illustrations and tables from his recently archived paper, granted.
11. Donation of an engraved portrait of Thomas Hawksley by his daughter, Mrs. F. H. Musgrave, thanks given.
12. Letter from the Warden of Winchester College for a Fellow to replace Bartholomew Price as a Fellow of the College, deferred.
13. Letter from Professor S. Hickson on regulations governing specimens gathered under the Government Grant, referred to the Government Grant Review Committee.
14. £100 from the Publication Fund to be paid for the publication of 'Science Abstracts', with conditions.
15. Report of the National Physical Laboratory Committee, including full text of a letter from R.W. Hanbury, Treasury Chambers, 20 December 1898. The scheme submitted by the committee approved, with alterations; this to be re-submitted to the Kew Observatory Committee and then recommended to the Treasury.
16. Letter from one of the Secretaries of the Joint Permanent Eclipse Committee enclosing a notice to be placed in Monthly Notices of the Royal Astronomical Society on reports by outside observers. Council willing to add these to Philosphical Transactions accounts, if their scientific merit is verified.
17. Thanks given to Mr. A. Shipley for services in St. Petersburg.
18. Captain Abney to be added to the committee examining the Joint Permanent Eclipse Committee's constitution.
19. Balance of the Winteringham Fund to be paid to the Foundling Hospital.
20. Letter from Messrs. Rothschilds with reference to stock investments for the Sylvester Memorial Fund.
21. Wages of Fitzgerald, the messenger, raised by 2 shillings.
22. Re-appointment of Sir Archibald Geikie and Dr. A. Buchan to the Government Grant Committee.
23. Leave granted for copies of illustrations.
24. Bills for paper, books and other expenses.
