Commencing with a list of Council members present: Horace Tabberer Brown: James Bryce; William Henry Mahoney Christie; Captain Ettrick William Creak; James Dewar; Edwin Bailey Elliott; Sir Michael Foster (Secretary); Hans Friedrich Gadow; William Abbott Herdman; Alfred Bray Kempe (Treasurer); Sir Andrew Noble; Arnold William Reinold; Arthur William Rucker (Secretary); George Johnstone Stoney; Jethro Justinian Harris Teall; Joseph John Thomson; Thomas Edward Thorpe (Foreign Secretary); Sir Samuel Wilks; the President, Lord Lister, in the chair.

Among matters discussed or noted:
1. Minutes of the last meeting read and approved.
2. Death of Professor Willy Kuhne.
3. Senior Secretary to depart for America on 14 July, the Junior Secretary to attend Council of the International Association of Academies in his place.
4. Sir John Evans appointed a representative on the Advisory Committee to the Science and Technical Department of the Imperial Institute.
5. Foreign Secretary to represent the Society at the Fourth International Congress on Applied Chemistry in Paris.
6. Dr. J. H. Gladstone and Mr. R. T. Glazebrook to represent the Society at the International Physical Congress in Paris, J. J. Thomson and Professor Fitzgerald being unable to attend.
7. Almost all replies to the letter on the re-appointment of a Commitee on Colour Blindness were unfavourable; Secretaries to reply to Dr. Edridge-Green accordingly.
8. Letter on the donation of a portrait of Captain George Manby by Georgina Manvers Manby, on payment of succession duty.
9. £50 from the Donation Fund allocated to Colonel Godwin-Austen to continue work on the Mollusca of India.
10. Report of the House Committee on electric lighting in Burlington House; adopted, with the Finance Committee to be consulted on funding.
11-13. Report from Delegates to the International Catalogue Conference. 45 sets of the Acta to be subscribed for over five years at £765; Royal Society to bear expenses of the Provisional International Committee; Dr. H. Foster Morley appointed Secretary to the Coommittee with an honorarium of £250.
14. Officers empowered to make disposition of instruments and objects in the Instruments Room.
15. Proposal from the Royal Astronomical Society that astronomical papers published by the Royal Society should be duplcated as appendices to the Monthly Notices and Memoirs, referred to a committee created for the purpose.
16. Report of the British Academy Committee presented and postponed.
17. Report of the Hughes Trust Fund Committee on the creation of a Hughes Medal.
18. Treasurer authorised to make payments on behalf of the Scientific Relief Committee, above £100.
19. Report of the Committtee to consider the constitution of the Meteorological Council, with replacement articles entered as full text into the minutes.
20. F. D. Godman's request that the Society complete the Biologia Centrali-Americana in the event of his death, approved, subject to provisions in his will being endorsed by the Treasurer.
21. Letters from Fellows advocating for, and objecting to, a proposed inquiry into the state of the British Museum (Natural History), Council to take no action.
22. President to take action following a memorial on practical measures for the prevention of malaria submitted to the Malaria Committee.
23-31. Proposers and seconders for nomination in the award of Royal Society medals.
32. Report of the Mackinnon Bequest Committee, recommending that the £150 annual income on the fund should be used for a studentship, to be awarded by Council on committee recommendation, adopted.
33. Seal of the Royal Society affixed to a deed transferring all Kew Committee assets to the Royal Society.
34. President and Officers empowered to take actions during recess.
35. Treasurer authorised to pay bills during recess.
36. All books to be returned to the Library by 31 July.
37. Leave of absence granted to the Assistant Secretary.
38. Leave granted for the loan and copying of papers and illustrations.
39. Payment of bills for printing, binding, engraving and for other expenses.
