Commencing with a list of Council members present: Henry Edward Armstrong; William Bateson; William Thomas Blanford; Frederick Orpen Bower; Charles Vernon Boys; William Burnside; William Watson Cheyne; George Carey Foster; Sir Michael Foster (Secretary); Sir John Eldon Gorst; William Mitchinson Hicks; Alfred Bray Kempe (Treasurer); Joseph Larmor (Secretary); Henry Alexander Miers; James Emerson Reynolds; Robert Henry Scott; Charles Scott Sherrington; Thomas Edward Thorpe (Foreign Secretary); Herbert Hall Turner; the President, Sir William Huggins, in the chair.

Among matters discussed or noted:
1. Minutes of the last meeting read and approved.
2. President reported on the telegram sent to Lord Knollys upon learning of the grave condition of H.M. the King, with Knollys reply, both entered as full text into the minutes.
3. Members of Council congratulated the President on his Order of Merit.
4. Seal of the Royal Society affixed to an address on the centenary of Niels Hendrik Abel and to a power of attorney for the sale of stock in support of the International Catalogue of Scientific Literature.
5. Candidates for Royal Society medals proposed and seconded with a brief citation.
6. Report of the Scientific Papers Committee. With a letter from Ludwig Mond, 20 Avenue Road Regent's Park, 7 July 1902, to Sir William Huggins, full text entered into the minutes: committing £6,000 in annual instalments for the completion of the catalogue and index. Report and Mond's offer accepted.
7. Statute on the election of privileged candidates voted upon and resolved, full text entered into the minutes, with resulting repeals and amendments to numbering of statutes.
8. Proposal to limit the period of suspension of candidates' certificates to ten times; amended to a period of no longer than five years, voted on and carried.
9. William Watson Cheyne nominated to serve on the General Committee and J. R. Bradford nominated to the Executive Committee of the Cancer Research Scheme of the Royal Colleges of Physicians and Surgeons.
10. Three applications for support from the Publication Fund: £80 granted to Lieutenant-Colonel Cunningham, applications from Mr. N. Bishop Harman and Mr. Clement L. Wragge declined.
11. Professor Howes to serve on Board F of the Government Grant Committee in place of Professor Miall.
12. £100 from the reserve fund of the Government Grant awarded to Sir Robert Ball for an investigation into the constant of solar parallax, based on photographs of Eros. An application from Dr. G. W. Parker to be presented to the Government Grant Committee next year.
13. Report of the Mackinon student, Mr. J. J. R. Macleod, presented and his studentship renewed for a second year.
14. Treasurer's report on investment for the Mackinnon Trust.
15. Presentation of a portrait of Thomas Graham by G. F. Watts, donated by Mrs J. C. Ingis, accepted.
16. Report of the Scientific Relief Committee on grants to applicants. Sir T. Launder Brunton to be appointed Deputy Chairman.
17. Death of Mr. L. Carrington, who had been receiving an annuity of £30 from the Royal Society.
18. Officers and others to form a committee to enquire into the duties of the Assistant Secretary and the organisation of business at the Royal Society.
19. Consideration of Professor Armstrong's scheme for Sectional Committees deferred.
20. Stock accumulation of Philosophical Transactions: issues to be sent to institutions without waiting for complete volumes, and the Officers to report on reduced printing.
21. Officers empowered to take acvtiions during recess.
22. Treasurer authorised to pay bills during recess.
23. All books to be returned to the Library by 31 July.
24. Leave of absence granted to the Assistant Secretary.
25. Extension of time for admission to the Fellowship granted to Dr. Henry T. Bovey.
26. Leave granted to copying of illustrations.
27. Bills for engraving, plants, wines and ices for the soirees, and for other expenses.
