Commencing with a list of Council members present: Henry Edward Armstrong; William Bateson; William Thomas Blanford; Frederick Orpen Bower; Charles Vernon Boys; William Watson Cheyne; George Carey Foster; Sir Michael Foster (Secretary); Sir John Eldon Gorst; William Mitchinson Hicks; Alfred Bray Kempe (Treasurer); Joseph Larmor (Secretary); Henry Alexander Miers; James Emerson Reynolds; Charles Scott Sherrington; Thomas Edward Thorpe (Foreign Secretary); Herbert Hall Turner; the President, Sir William Huggins, in the chair.

Among matters discussed or noted:
1. Minutes of the last meeting read and approved.
2. Deaths of Sir Frederick Abel, Dr. John Hall Gladstone, and Professor Rudolf Virchow. Letter with a resolution from the Joint Scholarships Board expressing regret at the death of Dr. Gladstone, to be relayed to Gladstone's family.
3. President's report on Fellows' attendances at the funerals of Sir Frederick Abel and Dr. Gladstone.
4. Communication from Professor H. H. Turner on the termination of astro-photography for the International Astrographic Chart, on instruction from the Government of Western Australia. Turner had written to the Secretary of State and to the Agent-General urging the continuation of the observations.
5. Letter from T. H. Sanderson, Foreign Office, 18 July 1902, to the Secretary of the Royal Society, with a reply from Michael Foster, 1 August 1902, full text of both entered into the minutes: on a proposal from Count Metternich to instigate an international enquiry upon earthquakes. A committee established to consider the proposal noted that the matter should be brought before the International Association of Academies and the German Government should be informed of this.
6. The Royal Society unable to send delegates to the installation of the President of the North-Western University at Evanston, Chicago.
7. Consideration of new members of Council to replace the retiring list, adjourned until the next meeting.
8. Adjudication of Royal Society medals, with some proposals withdrawn.
9. Selecton of candidates for Foreign Membership considered and Professor Gaston Darboux added to the list, to be balloted at a subsequent meeting of Council.
10. Mr. Andrew Carnegie had contributed £1,000 to the pubolication of the International Catalogue of Scientific Papers.
11. A memorandum by the Treasurer on the International Catalogue of Scientific Papers authorised to be circulated to the Fellows.
12. Letter from the Foreign Office with reference to a resolution of the International Committee for Scientific Aeronautics, on the co-operation of the British and Indian Governments in the exploration of the upper atmosphere by balloons or kites. Advice returned that the Meteorological Office cannot undertake the work: that it should be referrred to the International Association of Academies; and that the Royal Society will refer it the the Indian Observatories Committee.
13. Lord Lister to be invited to represent the Royal Society at the centenary celebration of the Royal Philosophical Society of Glasgow and an address to be presented.
14. Report of the Soiree Committee on arrangements for the Anniversary Dinner.
15. Leter from Sir E. Maude Thompson, British Museum, 16 October 1902, to the Presidnet of the Royal Society, full text entered into the minutes: on the granting of a Royal Charter to the British Academy.
16. Draft Annual Report to the Fellowship to be circulated for the next meeting of Council.
17. £2,000 for the Government Grant Fund and £500 for the Publication Grant received from the Treasury.
18. Treasurer reported that the sum of £150 for the benefit of Mr. W. Mackinnon junior had been paid to Mr. L. C. Mackinnon after a written undertaking was received.
19. Extension of time for admission to the Fellowship granted to Mr. S. S. Hough, Mr. J. H. Michell and Mr. Horace Plunkett.
20. Royal Society unable to subscribe to the Samuel Pepys' Memorial Scholarship Fund.
21. Leave granted for the copying and return of illustations and the loan of a paper.
22. Bills for paper, books and other expenses.
