Commencing with a list of Council members present: Henry Edward Armstrong; William Bateson; William Thomas Blanford; Frederick Orpen Bower; Charles Vernon Boys; George Carey Foster; Sir Michael Foster (Secretary); Sir John Eldon Gorst; William Mitchinson Hicks; Alfred Bray Kempe (Treasurer); Joseph Larmor (Secretary); Henry Alexander Miers; Robert Henry Scott; Charles Scott Sherrington; Thomas Edward Thorpe (Foreign Secretary); Herbert Hall Turner; the President, Sir William Huggins, in the chair.

Among matters discussed or noted:
1. Minutes of the last meeting read and approved.
2. Letter from the Colonial Office, noting that the Secretary of State had addresssed a letter to the Officer for Government of Western Australia, expressing the hope that funding might be found for astro-photography in support of the International Astrographic Chart.
3. List of nominations for President, Officers and Council for the following year, to be circulated to the Press.
4. Communication from the Colonial Office on an outbreak of cattle Red-water [Babesiosis] in Rhodesia [Zimbabwe], requesting advice on a suitable pathologist to investigate. Lieutenant-Colonel Bruce suggested to the Colonial Office, by the Malaria Committee, the Senior Secretary explaining difficulties due to his position on Army Medical Advisory Board.
5-12. Adjudication and award of medals, with brief citations: Lord Lister (Copley Medal); Charles Algernon Parsons (Rumford Medal); Horace Lamb (Royal Medal); Edward Albert Schafer (Royal Medal); Svante August Arrhenius (Davy Medal); Francis Galton (Darwin Medal); Sydney A. Monckton Compton (Buchanan Medal); Joseph John Thomson (Hughes Medal).
13. Appointment of auditors for the Treasurer's accounts.
14. Eight candidates for Foreign Membership of the Royal Society selected to be proposed for election at the next Ordinary Meeting: Waldemar Christofer Brogger, Gaston Darboux, Ewald Hering, George William Hill, Albert Abraham Michelson, Ferdinand von Richthofen, Graf H. zu Solms-Laubach and Julius Thomsen.
15. Letters from the India Office requesting the Society's assistance in selecting a successor to Mr. Eliot as Meteorological Reporter to the Government of India: a committee set up for th purpose, including members of the the Indian Observatories Committee.
16. Senior Secretary noted that the Indian Government Advisory Committee had not been consulted on any matter by the India Office and he had written to the Secretary of State to ascertain whether it should be continued. A reply explaining delays had been received and the committee would continue.
17. Report of the Organization Committee on the increase in Society business and the duties of the Assistant Secretary, full text entered into the minutes: recommending that the Assistant Secretary should be present in Council to take the minutes, and that he should be recognised as the Executive Officer under the direction of the principal Officers. Further consideration on the report postponed, following objection to the first resolution.
18. Dr. Armstrong's memorandum on Sectional Committees, full text entered into the minutes: consideration deferred until the text was circulated to members of Council.
19. Draft report of Council to the Fellowship considered, members asked to forward suggestions to the Officers.
20. Provisional dates for Council Meetings for the forthcoming year.
21. Bills for printing, binding, postage and other expenses.
