Commencing with a list of Council members present: William Bateson; William Thomas Blanford; Hugh Longbourne Callendar; Francis Darwin; Harold Bailey Dixon; Michael Foster (Secretary); George Carey Foster; Sir John Gorst; John Wesley Judd; Alfred Bray Kempe (Treasurer); Joseph Larmor (Secretary); Lord Lister; George Downing Liveing; Augustus Edward Hough Love; Edward Albert Schafer; Thomas Edward Thorpe (Foreign Secretary); Thomas Henry Tizard; Herbert Hall Turner; Sir John Wolfe Barry; the President, Sir William Huggins, in the chair. The Assistant Secretary [Robert Harrison] attended.

Among matters discussed or noted:

1-2. Minutes of the previous meeting and of the special meeting read and approved.
3. Death of Dr. Karl Gegenbaur, Dr. Gadow asked to write an obituary notice.
4. Report of the Committee on Scientific Education, with discussion on a memorial to universities on the desirability of including knowledge of science and a modern language to degree courses, with voting on amendments. A committee appointed to draft a memorial for submission to Council, with suggestions to carry it into effect.
5. Correspondence between Sir William Huggins, Sir Clements Markham, and Francis Mowatt at the Treasury and others, full text entered into the minutes: on a relief vessel for the National Antarctic Expedition, the vessel 'Morning' to be handed over to the Admiralty and the Finance Committee to deal with issues of stores ordered for the 'Discovery'.
6. Draft statutes on the timing of elections to the Fellowship, full text entered into the minutes.
7. Application from Dr. Leonard Rogers for a grant in aid of physiological researches on snake venom: £20 allocated from the Reserve Fund.
8. £150 from the Publication Fund allocated to Mr. G. H. Fowler, in three annual instalments, for Reports on Zoological Researches in the Bay of Biscay. A request from Mr. N. Annandale for £200 to publish 'Fasciculi Malayenses' turned down. Negotiations to be entered into with University presses for a subsidised publication of Hansen and Sorensen's monograph on Aracahnida.
9. Applications for Mackinnon studentships to be referred to the appropriate Sectional Committees, the studentship to be awarded by the Mackinnon Committee.
10. Joule studentship, to be awarded this year by the Royal Society, referred to the Sectional Committee on Physics and Chemistry, with an announcement of the vacancy placed in 'Nature'.
11. Letter from Major Cooke Daniels asking the Society to approach the Admiralty for permission to fly the Blue Ensign on the yacht 'Kori'.
12. Adjudication of Royal Society medals: proposers and seconders for the award candidates.
13. Leave granted to the Council for the Victoria History of the Counties of England for the use of the Society's meeting room.
14. Letter from the Challenger Society, offering thanks for the use of rooms.
15. Extension for admission to the Fellowship granted to Ernest Rutherford, until he is next in England.
16. Officers empowered to take actions during recess.
17. Treasurer authorised to pay bills during recess.
18. All books to be returned to the LIbrary by 31 July and the LIbrary tro be closed for cleaning.
19. Leave of absence granted to the Assistant Secretary.
20. Leave granted to the Editor of Chemical News to reprint an illustration.
21. Bills for engraving, soiree plants, house liveries and other expenses.
