Commencing with a list of Council members present: William Bateson; William Thomas Blanford; Hugh Longbourne Callendar; Francis Darwin; Harold Bailey Dixon; Michael Foster (Secretary); George Carey Foster; John Wesley Judd; Alfred Bray Kempe (Treasurer); Joseph Larmor (Secretary); George Downing Liveing; Augustus Edward Hough Love; Henry Alexander Miers; Edward Albert Schafer; Thomas Edward Thorpe (Foreign Secretary); Thomas Henry Tizard; Herbert Hall Turner; Sir John Wolfe Barry; the President, Sir William Huggins, in the chair. The Assistant Secretary [Robert Harrison] attended.

Among matters discussed or noted:

1. Minutes of the previous meeting read and approved.
2. Death of the Marquess of Salisbury; Sir John Evans or Sir Oliver Lodge to write an obituary notice.
3. A special meeting to discuss the functions of Sectional Committees to be convened for 21 January 1904.
4. The Treasurer authorised to pay the Fellowship subscription of one Fellow from the Scientific Relief Fund.
5. Provisional meeting dates for Council 1903-1904 listed.
6. Omission of the Fee Reduction Fund from recent Statute revisions on privileged candidates; the Treasurer to draft an amendment to correct the oversight.
7. No suggestions had been received for the award of the Joule Studentship, in advance of the meeting of the Physics and Chemistry Sectional Committee: a committee of Council to be set up to offer advice.
8. Letter from Francis Mowatt, Treasury Chambers, 9 July 1903, to the President of the Royal Society, full text entered into the minutes: consenting to a change of wording in the scheme for organisation of the National Physical Laboratory.
9. Re-nominations of Sir Andrew Noble and Sir Edward Carbutt to the governing body of the National Physical Laboratory.
10. Request from the Director of the National Physical Laboratory for the loan of the Imperial Standard Yard, referred to the Treasurer.
11. Income of the Handley Fund to be used for the Royal Society Catalogue of Scientific Papers.
12. Correspondence with Professor Lankester on the cost of illustrations for Dr. C. W. Andrew's paper: £7 10s. 6d. to be allocated from the Publication Fund, but this should not be regarded as a precedent.
13. Obituary Notices to be published as a separate annual volume, not as part of the Yearbook.
14. Large stock of surplus copies of Proceedings to be reduced by offering parts to Fellows for the cost of postage, then to institutions, the remainder to be destroyed.
15. Copy of a report from British delegates to the Seismological Council at Strasburg to be considered by the Seismological Committee.
16. Report and draft statement of the Secondary Education Committee, with various motions and amendments on further actions, deferred until the next meeting of Council.
17. Grant of £150 made to Dr. Gadow from the Donation Fund, for further zoological explorations in Mexico.
18. Adjudication of Royal Society medals considered and deferred.
19. Eligibility of American citizens to receive the Davy Medal.
20. Nominations of Fellows to serve on next Council considered and adjourned, with a list of Fellows retiring from Council.
21. Letter from the French Ambassador conveying thanks from the Presiudent of the Republic for the Society's Address.
22. Correspondence between: Evan McGregor of the Admiralty; T. H. Holdich, acting-President of the Royal Geographical Society; William Huggins; and Sir Clements Markham. On arrangements for the National Antarctic Expedition relief ships, Terra Nova and Morning.
23. Letter from the Agent-General for Western Australia reporting on exposure plate work at Perth Observatory for the Astrographic Chart.
24. Refund of £50 grant from Professor Moody rendering legal action unnecessary.
25. Treasurer reported receipt of £2,000 for the Government Grant Fund, £500 for the Publication Fund, and £2,000 of the grant for the National Physical Laboratory.
26. Mackinnon studentships awarded to Mr. Frank Horton for research into properties of quartz fibres; and to Miss Alice Embleton for research on parisitism and hyper-parisitism in Aphidae and Coccidae.
27. Professor Larmor gave notice that he would ask that the Mackinnon Commitee should not be re-appointed.
28. Letter from Alfred Spencer, London County Council, 21 July 1903, to the Secretaries of the Royal Society, full text entered into the minutes: on the Society's advice in connection with smoke abatement and the Council's inability to take matters further.
29. Application to fly the blue ensign on board the yacht 'Kori' granted by the Admiralty.
30. Request of Alfred Newton to observe the migration of birds from lighthouses had been approved by Trinity House.
31. Communication from the Malaria and Tsetse Fly Committee to the Secretary of State for India, on the potential for the introduction of Yellow Fever to the East as a result of traffic through the Panama Canal.
32. On obsolete printed matter accumulating in the store-room, list of publications to be destroyed.
33. Report of the Executive Committee of the International Catalogue of Scientific Literature tabled.
34. Extension for admission to the Fellowship granted to Professor Orme Mason.
35. Draft of the Annual Report of Council to Fellows circulated for discussion.
36. Leave granted for the copying of illustrations.
37. Bills for engraving, books and other expenses.
