Commencing with a list of Council members present: Thomas George Bonney; Captain Ettrick William Creak; James Dewar; Michael Foster (Secretary); Sir Edward Frankland (Foreign Secretary); William Dobinson Halliburton; William Abbott Herdman; Joseph Larmor; Nevil Storey Maskelyne; Sir Andrew Noble; Edward Bagnell Poulton; Arthur William Rucker (Secretary); William James Russell; Arthur Schuster; Dukinfield Henry Scott; George Johnstone Stoney; Joseph John Thomson; the Treasurer, Alfred Bray Kempe in the chair.

Among matters discussed or noted:
1. Minutes of the last meeting read and approved.
2. Lord Lister re-appointed as a representative on Council of the Jenner Institute.
3. Revised regulations for the adminstration of the Government Publication Fund, full text entered into the minutes.
4. Letter of thanks from the Assistant Secretary, for salary increase and the appointment of an assistant.
5. F. A. Towle engaged as an assistant to Robert Harrison, the Assistant Secretary, from 16 September.
6. Government Grant Fund to be charged £75 for clerical assistance.
7. The post of Director of the National Physical Laboratory to be offered to two gentlemen at a salary of £1300 per annum with £150 removal expenses.
8. Council approve legal expenses in connection with the protection of Kew Observatory from electrical tramways.
9. Report from the Coral Reef Committee Vice-Chairman on the examination of borings: the Committee authorised to prepare a volume on the outcomes of the Funafuti Expedition.
10. Omission of certain meetings from Council's calendar.
11. House Committee to report on the necessity of replacing electrical installations at Burlington House.
12. Additional names to be added to the Joint Antarctic Committee.
13. Annual Report of the Meteorological Council presented.
14. Adjudication of Royal Society medals: list of candidates to be proposed and seconded at a future meeting.
15. Letter of thanks from the India Office for action on forming an advisory committee.
16. India Office forwards Trevandrum Observations for distribution.
17. £2,000 of Government Grant and £500 of Publishing Grant received from the Treasury.
18. Leave granted for copies of illustrations.
19. Bills for printing and other expenses.
